That may include requiring boat operators to have a copy of the safety certification on board with them and a piece of identification that links them to the certificate. Another 'threat' identified by the DHS, and just like that, "to reduce the potential", another collaborative-network pops up to control yo... uhh, 'fight terrorists' that is. This one is to be the Coast Guard working with the states, to create a "new strategy" with all sorts of new rules, regulations, and requirements, complete with enforcement methods...it will create a "national standard to operate a boat".
Military (Coast Guard) partnering with the states = national regulation of recreational boaters. Can you see how the authority of the individual states is being replaced and handed over to the various federal agencies...partnership by partnership? Welcome, once again, to the 'homeland', comrade..where also one by one your freedoms are vanishing into the deep blue sea. Be aware
