As of Thursday July 17th, several new laws went into effect in Mexico which are likely to greatly increase the push towards a digital surveillance state.

The Mexican government says these new laws are aimed at fighting organized crime, drug trafficking, and helping with the search for missing people. The government has also argued that controversial changes to the nation’s telecommunications laws are designed to bridge the so-called “digital divide”, referring to the limited access to internet and cellular service in rural areas compared to urban environments.

The most concerning change relates to the personal identity code for residents and citizens of Mexico known as the Clave Única de Registro de Población (Unique Population Registry Code), or CURP. Typically, the CURP consists of 18 characters related to a person’s family names, their place of birth, and their gender. The CURP operates similarly to the US Social Security number.

The new laws are set to require the CURP to include an applicant’s photograph and a QR code containing biometric data such scans of both fingerprints and eyes. The law calls for the creation of a “Unified Identity Platform” within 90 days by the Ministry of the Interior and the Digital Transformation Agency. The platform will integrate the biometric CURP with the healthcare system as well.

DHS, in partnership with the White House's Department of Governmental Efficiency (DOGE) team, has recently rolled out a series of upgrades to a network of federal databases to allow state and county election officials to quickly check the citizenship status of their entire voter lists — both U.S.-born and naturalized citizens — using data from the Social Security Administration as well as immigration databases.

Such integration has never existed before, and experts call it a sea change that inches the U.S. closer to having a roster of citizens — something the country has never embraced. A centralized national database of Americans' personal information has long been considered a third rail — especially to privacy advocates as well as political conservatives, who have traditionally opposed mass data consolidation by the federal government.

This new citizenship check capability comes from a massive expansion of a tool voting officials only used sparingly in the past. The tool, known as the Systematic Alien Verification for Entitlements, or SAVE, is a system of DHS databases that state and federal agencies have queried since the 1980s to check the immigration status of noncitizens living in the U.S. legally. Agencies can then decide if the applicants are eligible for different government benefits.

Legal experts told NPR they were alarmed that a development of this magnitude was already underway without a transparent and public process. Many other questions about the new system remain, including which states plan to use it and how, what sort of data security measures are being taken and how trustworthy the data the tool provides will be.

Future plans also include integrating state DMV data, according to the same sources, and Homeland Security Secretary Kristi Noem is expected to reach out to every state's chief election official soon encouraging them to run their rolls through the system.

Cities sign on to climate action

Cities have sent a strong message to national governments ahead of the upcoming round of climate talks, scheduled to begin in Cancún, Mexico, at the end of this month. The message is: we are acting to address our planet's changing climate and we want you to do the same.

On Nov. 21, 135 mayors from around the world signed an agreement to address climate change at the World Mayors Summit on Climate in Mexico City. The Mexico City Pact establishes a global climate monitoring and verification mechanism for cities. It calls for cities to develop and implement climate action plans and introduce local laws and initiatives designed to reduce GHG reductions. To establish and follow up on their commitments, the pact's signers will establish their climate actions and progress with the Carbon Cities Climate Registry (CCCR) at the Bonn Centre for Local Climate Action and Reporting (carbonn).

The pact was signed by a diverse set of cities around the world, both large and small, from megacities such as Los Angeles, Jakarta, Sao Paolo, Johannesburg, Istanbul and Mexico City, to cities such as Paris, Vancouver and Barcelona - already leaders in developing innovative climate solutions - to small cities such as Burnsville, Minnesota, and Malmo, Sweden, to name just a few.

The Mexico City Pact will be presented to the United Nations Framework Convention for Climate Change (UNFCCC) when it begins meeting later this month in Mexico. We will send it with a strong message that we want national governments to agree on a global binding treaty.

[excerpted] In a move that went largely unnoticed, the U.S. government unveiled a new counter-narcotics strategy for the northern border which will work towards closer cooperation with Canada in the war on drugs.

In January, the Obama administration announced the National Northern Border Counternarcotics Strategy. A press release by the Office of National Drug Control Policy (ONDCP) described how the plan seeks, “to reduce the two-way flow of illicit drugs between the United States and Canada by increasing coordination among Federal, state, local, and tribal enforcement authorities, enhancing intelligence sharing between counterdrug agencies, and strengthening ongoing counterdrug partnerships and initiatives with the Government of Canada and the Royal Canadian Mounted Police (RCMP).” Senator Charles Schumer proclaimed, “I pushed so hard for this strategy to be finalized because we have to immediately stop the flow of drugs from Canada into New York, and it’s going to take an inter-agency and international effort.” He added, “I’m pleased that this agreement lays the groundwork for Canadian and American law enforcement to work hand-in-glove to fight the drug trade.”

“By strengthening integrated cross-border law enforcement between our two countries, the Strategy supports a key area of cooperation outlined by President Obama and Prime Minister Harper in the Beyond the Border declaration.” In December of last year, the leaders issued the follow up Perimeter Security and Economic Competitiveness Action Plan. The deal focuses on addressing security threats early, facilitating trade, economic growth and jobs, integrating cross-border law enforcement, as well as improving infrastructure and cyber-security. As part of the agreement, both countries will, “create integrated teams in areas such as intelligence and criminal investigations, and an intelligence-led uniformed presence between ports of entry.” The U.S. and Canada continue to expand the nature and scope of joint law enforcement operations, along with intelligence collection and sharing.

The new northern border drug strategy also called for increasing judicial cooperation, improving information-sharing and extradition arrangements, as well as better coordinating cross-border undercover operations and investigations with Canada. It recommended working towards, “operational fusion with Canadian partners in interoperable communications, technology, and activities. The ability to integrate Canadian and U.S. technology, including sensors, videos, radio communications, and radar feeds, will permit automated sharing of timely information.” ...The document also argued that, "It is imperative that Canada and the United States work together to expedite the sharing of information from electronic communication service providers; and share information necessary to lay the foundation for intercepting internet and voice communications.”

The use of technology is emphasized throughout the report, “Technical collection capabilities and programs along the Northern border, such as thermal camera systems, License Plate Readers (LPRs), Mobile Surveillance Systems, Unmanned Aircraft Systems (UAS), national distress and command and control networks, and Remote Video Surveillance Systems will be deployed and carefully coordinated among participating agencies.”

On February 9, the Conservative government released the Building Resilience Against Terrorism: Canada’s Counter-terrorism Strategy. The new plan is aimed at countering domestic, as well as international terrorism and better protecting Canadian interests. It outlined counter-terrorism efforts under four pillars, “prevent individuals from engaging in terrorism; detect the activities of individuals who may pose a terrorist threat; deny terrorists the means and opportunity to carry out their activities; and respond proportionately, rapidly and in an organized manner to terrorist activities and mitigate their effects.” The report stressed partnership and cooperation as the key to achieving these goals which, “will require an integrated approach not only by the Government of Canada, but by all levels of government, law enforcement agencies, the private sector and citizens, in collaboration with international partners and key allies, such as the United States.” The strategy will, “serve to reinforce security initiatives between Canada and the U.S. and will complement the Canada-U.S. Beyond the Border: A Shared Vision for Perimeter Security and Competitiveness."

* Some companies in either Canada or the U.S. that ship goods across the border will be given ``trusted'' status so that the shipment is pre-screened at the factory instead of the border.

* There will be more opportunities for Canadian travellers to obtain NEXUS cards to get faster clearance at border crossings, and governments will commit more funds to open up more lanes for quick clearance at air and land crossings.

Also Wednesday, the two leaders announced a separate action plan to create harmonized approaches to regulatory approval of products.

The two countries have identified 29 initiatives where Canada and the U.S. will "align'' their regulatory approaches in areas such as agriculture and food, transportation, health and personal care products, chemical management, and the environment.

While the border deal has generated heavy media and public interest in Canada ahead of Wednesday's announcement, there has been little notice given to the talks in the U.S. media.

Harper, Calderon, Obama To Meet For 'Canamerexico' Summit During APEC Week In Hawaii

North American leaders to hold summit after Asia-Pacific meeting

North American leaders will gather to discuss continental issues next month — their first such meeting in two years.

U.S. President Barack Obama will host Prime Minister Stephen Harper and Mexican President Felipe Calderon in Honolulu, Hawaii, on Nov. 13.

The three leaders and other heads of Asia-Pacific nations already plan to gather early that week in Hawaii.

The White House said Friday the North American summit would build on co-operation between the three countries with a focus on competitiveness, the economy, security, energy and climate change.

Canada and the United States are on the verge of unfurling a recently completed deal on border and security issues — leading to speculation the announcement may come in Hawaii.

The “action plan” will outline initiatives for more early inspection of cargo, common identification of security threats, alignment of the food and auto industries, and easier passage across the border for frequent travellers, said sources who spoke on condition of anonymity because the deal had not been publicly announced.

Congressional leaders and the Obama administration negotiated to finish the details of the agreement to raise the debt ceiling, paving the way for possible votes in the Senate tonight and the House tomorrow on a plan to avert a U.S. default and calm market concerns.

“We’re really, really close to an agreement, and we’ll let you know when we get it,” Senate Republican leader Mitch McConnell told reporters as he left the Senate chamber today.

Under the emerging plan, a bipartisan congressional super- committee would be charged with coming up with the savings by late November, and its recommendations would receive expedited consideration and a certain vote by Christmas.

One week ago the obedient servants of the NWO's "Beast Enterprises, Inc." announced their 'belief' that the only way to save America and the world from certain economic destruction about to be unleashed by the 'Gordian knot' of the so-called debt crisis would be to take heroic action and grant super powers to a behind-closed-doors "Super Congress" [see update link above]. Although their proposed creation is being referred to as a "super committee" this week, do not be fooled. Regardless of what they are called, the bill about to be made into law creates a chosen 'super-12' that would wield all power, with none able to add to or subtract from their word.

And amazingly, after the relentless media blitzkrieg of 'American-default' fear mongering that John Q. Public has been subjected to over the past few weeks, the waters have suddenly and miraculously parted, opening a path for the saving of America by allowing for the clandestine superpowered gang of 12 to become a reality in the former land of the free and home of the brave. Imagine that.

Out of the chaos comes an "emerging plan". As for what exactly that 'plan' of the "super committee" will be...well...blindly sign the bill now lowly servile congress people, to save America of course, and the details will be given somewhere around the end of November, round about Thanksgiving, thanks be to us, with the final 'vote' around Christmas. Just wait and see what your gift will be. Trust us. We are your masters. And, oh, Happy New Year too, serfs...

It's easy to see through all the theatrics. Very simply, the 'coming solutions' will essentially take the form of so-called government spending cuts, aka "austerity". The austerity scam, the same one being used throughout Europe, will facilitate the final stages of the transformation of America into the 666 global communitarian Agenda 21 system.

This transformation has been underway for years in the USA, but will now be taken to the next level. Government has no funds, as the hustle goes, so local governments/communities will essentially be on their own and must organize and begin to self-manage. As this happens, they will then be wired into a networked global system of public-private partnerships for management, much like a giant corporation.

That is the scam in a nutshell. It is a set up, and it is on.

Believe it or not, you are witnessing the embryonic formation of the biblically foretold one-world government. When that embryo fully develops and comes to the birth it will not be pretty. In fact, it will be a hideous beast* - Beast Enterprises, Inc.
