What Everyone Should Know About the New Quarantine Regulation

The government could do this any day...They have the “authority”. They have the personnel. They have the funding. Now all they need is the excuse.

On January 19th of this year, a regulation was passed by the Centers for Disease Control (CDC) and Department of Health and Human Services (HHS).

The regulation is meant to allow the HHS and other departments of the federal government to stop the spread of contagious diseases, like Ebola or bird flu. But the regulation is obscure enough to be a serious threat to liberty:

That pretty much covers everyone, in a sly little trick to make this regulation somehow apply to interstate commerce. Anyone living in America risks coming into contact with someone who might physically move into another state.

And a person must simply be “reasonably believed” to be infected or have come into contact with an infection, which again is a very low standard that could easily apply to almost anyone who has recently gone out in public. Even when they define “reasonably believed,” the CDC and HHS use obscure language so that the definition could basically fit anyone.

The regulation also allows the government to conduct screenings “through non-invasive procedures determined appropriate” at airports, bus stations, and other public places, where people may be required to provide contact information.*

An 88-page rule would amend domestic (interstate) and foreign quarantine regulations to detain even U.S. citizens traveling within the country for examination, testing, and possible vaccination.

In response to this, Citizens' Council for Health Freedom put out an Action Alert. The headline is "Get Vaccinated or You Can't Fly?"

"What the administration is proposing is that they essentially deputize the travel industry to look for anybody who looks sick or coughs or looks ill, and then to report them to health officials," says Twila Brase, R.N. and president of Citizens' Council for Health Freedom.

"In addition, the proposal would say that the federal government could then detain, quarantine, examine, and potentially vaccinate anyone they thought needed that without that person's consent."

A public comment period over the proposed rule is currently under way, and the deadline is midnight on Friday, October 14. Brase is urging concerned individuals to weigh in.

Below are just a few excerpts from an informative article on the matter, along with a couple of videos. These amendments are being proposed to aid public health responses.....to prevent the importation and spread of communicable diseases affecting human health into the United States and interstate..."

To be sure, Zika’s vague and difficult-to-diagnose symptoms make it an especially apt vehicle for creating widespread hysteria that could without much difficulty provide the basis for at least limited implementation of the CDC’s quarantine and vaccination project.

While measles is regarded as a “non-quarantinable communicable disease”, it is referenced a total 186 times through the NPRM [Notice of Proposed Rulemaking], and repeatedly alongside Ebola and MERS, which are invoked 330 times and 60 times respectively.

In fact, the document emphasizes that “every case of measles in the United States is considered a public health emergency because of its extremely high transmissibility,” pointing to vaccination as an essential prophylactic.

Since the CDC repeatedly employs the non-fatal and indeed once commonplace measles virus throughout the document in such a way there is nothing preventing the agency and its partners from plugging in one or more other maladies that are largely the product of government and corporate media hype and disinformation. At present development of a Zika vaccine has moved to human trials. As noted, on August 10 the Obama administration’s HHS sought to bring such a vaccine to fruition by funneling $81 million toward vaccine research, Reuters reports. Less than one week later the CDC set in motion its Control of Communicable Diseases policy by inviting public comment.

Pope suggests contraception can be condoned in Zika crisis

Pope Francis has suggested that women threatened with the Zika virus could use artificial contraception, saying there's a clear moral difference between aborting a fetus and preventing a pregnancy.

But Francis excluded abortion absolutely from the debate.

The Rev. James Bretzke, a moral theologian at Boston College, said the pope's remarks did not amount to any change, but were in "perfect consistency with the traditional moral teaching" of the church. Bretzke noted that Pope Paul VI's 1968 encyclical "Humanae Vitae," which affirmed the church prohibition against artificial birth control, allowed for some circumstances under which "contraceptive means" could be used for treatment or disease prevention.

Angelica Rivas, of the Feminist Collective for Social Development in El Salvador, said the pope's remarks would not be much help since the church in her country has consistently opposed sex education on the use of contraception, and birth control would not help the many women who are already pregnant.

"We have to give them the alternative of interrupting the pregnancy," Rivas said.

In a clear departure from traditional Catholic teaching NWP Francis changes the Catholic 'old-world' rule against contraceptive use. This is very significant. In shifting the Catholic religion from old-to-new world order, in particular changing the centuries old Catholic teachings on the sanctity of human life to the new-world view of man as his-own god answerable to none, a process will be required. This will involve a number of points to be conceded. And Bergoglio-Francis just conceded the first one. The result is a new position, showing that the rules are actually flexible.

Hawaii declares state of emergency over Zika virus, dengue fever outbreak

HONOLULU – Hawaii Gov. David Ige declared a state of emergency to fight mosquito borne illnesses including dengue fever and the Zika virus. The state has been in the midst of a dengue fever outbreak on Hawaii's Big Island, where there were more than 250 confirmed cases.

Hawaii is rushing to build up its mosquito control staff after a December report from the Centers for Disease Control highlighted deficiencies in the state's vector control department. The proclamation also will give the state more power to take preventive measures, including the ability to spray pesticides regardless of a homeowner's wishes.

Not even two weeks old, 'Zika', as stated above, is exactly like "Isis", the only difference being that these 'terrorists' are much smaller. The World Health Organization declared the Zika virus and its suspected link to birth defects an international public health emergency on Monday, a rare move that signals the seriousness of the outbreak and gives countries powerful new tools to fight it.

With absolutely no question about it whatsoever, these are new-world-order so-called global control objectives. Every aspect of it, plain as can be. WHO: Zika virus ‘spreading explosively,’ ‘level of alarm extremely high’

The World Health Organization announced Thursday that it will convene an emergency meeting to try to find ways to stop the transmission of the Zika virus — which officials said is "spreading explosively" across the Americas...The WHO said the pathogen, which was virtually unheard of in the region a year ago, is spreading so fast it could infect as many as 3 to 4 million people within 12 months.

In a separate briefing with reporters, U.S. officials said all states here are now required to report Zika cases. As a result, they said they expect to see a sharp increase in reports of travel-related cases. But they reiterated that the United States is unlikely to have the kind of widespread local outbreaks that are taking place in other parts of the Americas...At this point, here in the United States, the risk of disease spread by mosquitos are quite low," he said. "The temperatures in North America right now are inhospitable to the mosquito population. Eventually that will change and we have to be mindful any possible risk here in the United States.”

The WHO said the reason Zika appears to be spreading so rapidly is two-fold: One, because it is a new disease to the region, the population does not have immunity, and two, the Zika virus is primarily transmitted by a mosquito species known as A. aegypti, which lives in every country in North and South America except Canada and Chile.

Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, said Thursday that investigators may be able to start a clinical trial for a vaccine as early as this year.

The WHO's Chan urged “every community, every family and individual” to do their part by, for example, taking care not to leave stagnant collections of water on their properties. She emphasized that every person in the world could be vulnerable to the virus.

The WHO special session on Zika is scheduled to take place on Monday and delegates will discuss whether to declare it global public health emergency -- a designation that could help mobilize a more coordinated response.
