The second article is the reason for this post though... asking how will this affect the individual...what rights do they have...can they opt out, etc.. This second article looks at how exactly the new CBP [U.S. Customs and Border Protection] system is set up. Very briefly, an existing 2017 law put in place mandatory facial ID for foreigners - having to submit to being photographed at the airport by CBP. US citizens can decline and opt-out of having the CBP airport-photo taken. Existing images are available from other sources though, which in the coming 2021 system, CBP has unilaterally claimed as their 'right' to access and use. In other words they do not need to take a photo of a person on the spot for their own CBP system because those photos already exist in other databanks and they are going to use them. Is that even legal? - and can you opt-out? Answer: the legalities are not really being addressed; and they changed the wording on the existing 2017 law to purposely obfuscate the answer on whether opting-out is possible and if so how it could be done:

[excerpted] U.S. Customs and Border Protection plans to implement facial recognition technology as part of its Biometric Entry-Exit program in all international airports by 2025. While the government is getting ready to to roll out the technology on a large scale, laws and regulations have yet to catch up.

When it comes to facial recognition technology and the question of “What are my rights?” Jonathan Turley, a professor at the George Washington University School of Law, told Newsweek the short answer was that we have very little, if any, legal power.

“There is no constitutional protection against an individual being facially recognized on the street,” Turley said. “If we had police officers at every corner, it would be perfectly constitutional.” ...While there are restrictions on the government surveying people in their homes, in a public place, Turley said they could be legally followed and recognized, and police could report their whereabouts.

“There is a glaring gap in federal law and dealing with this type of technology. It doesn’t easily fit existing doctrine.”

Hertz Global Holdings Inc. and New York-based Clear announced on Tuesday the debut of Hertz Fast Lane Powered by Clear, a service that uses biometrics to speed members through the rental car process.

Currently in operation only at Hartsfield-Jackson Atlanta International Airport (ATL), a rollout to a further 40-plus Hertz locations, including John F. Kennedy International Airport (JFK), Los Angeles International Airport (LAX), and San Francisco International Airport (SFO), is scheduled for 2019.

The checkout system marks the first use of biometrics by a major rental car company, according to the release.

Use it everywhere? -Without question a biometric-ID system - facial recognition, iris, fingerprint - is now quickly being implemented everywhere. Globally in fact.

Only thing left after after biometric ID's is to get the cashless system in place. Bio-ID's and all financial transactions digital? - John Q. Public is then controlled absolutely. Completely at the whim of the technology gate-keepers. Exactly as planned.

Robot World Order Conditioning: Walmart Rolling Out Janitor-Robots That Work Around Shoppers Jan. 2019

Robots are coming to a Walmart Inc. near you, and not just as a gimmick

The world’s largest retailer is rolling out 360 autonomous floor-scrubbing robots in some of its stores in the U.S. by the end of the January, it said in a joint statement with Brain Corp., which makes the machines. The autonomous janitors can clean floors on their own even when customers are around, according to the San Diego-based startup.

Brain’s robots are equipped with an array of sensors that let them gather and upload data.

The robots, which look like a cross between a miniature Zamboni and a motorized wheel chair, already scrub floors at airports in Seattle, San Diego, Boston and Miami, Izhikevich said.

Floor scrubbing robots no big deal right. No, it is a very big deal. First, this is the "world largest retailer". Second, most importantly, these robots are to be buzzing around even when people are there. That means they are buzzing around the people as well as the store shelves, while the people are walking up and down the aisles. People going about their business, robots with all sensors activating, intermingling in the hustle and bustle of the Walmart madness. 

And the result? - It's the world's largest retailer - this means everyone gets affected, that is, gets used to it. Robot-desensitized in other words. Conditioned to having robots not only underfoot but zipping around them at any given time videoing everything with sensors flashing and beeping...and who knows maybe before long they start 'policing' the stores while they scrub the floors - as well data gathering, facial recognizing, ID-ing people...that sort of thing.

Coming to a checkpoint near EU: Trials of AI lie-detector border guard underway in three EU states

Trials are underway of an EU-funded scheme where AI lie-detector systems will be used to scan potentially dodgy travelers coming from outside the bloc. Too Orwellian? Or just the latest step towards smoother travel?

Commencing from November 1, the iBorderCtrl system will be in place at four border crossing points in Hungary, Latvia and Greece with countries outside EU. It aims to facilitate faster border crossings for travelers while weeding out potential criminals or illegal crossings.

Those using the system will first have to upload certain documents like passports, along with an online application form, before being assessed by the virtual, retina-scanning border agent. The traveler will simply stare into a camera and answer the questions one would expect a diligent human border agent to ask, according to New Scientist.

“What’s in your suitcase?” and “If you open the suitcase and show me what is inside, will it confirm that your answers were true?”

But unlike a human border guard, the AI system is analyzing minute micro-gestures in the traveler’s facial expression, searching for any signs that they might be telling a lie. If satisfied with the crosser’s honest intentions, the iBorderCtrl will reward them with a QR code that allows them safe passage into the EU.

Unsatisfied however, and travelers will have to go through additional biometric screening such as having fingerprints taken, facial matching, or palm vein reading. A final assessment is then made by a human agent.

[excerpted]  "...officials on Thursday unveiled a new system that eventually will replace boarding passes with facial scans for international travelers at Washington Dulles International Airport.

Instead of pulling out their passports and handing over a boarding pass, travelers will instead have their faces scanned...then be matched with a collection of photos maintained by the U.S. Customs and Border Protection agency.

Dulles... is one of several airports using scans ...But civil liberties groups and privacy advocates fear that the technology is too intrusive and could be misused...

The technology is already being used by two international carriers at Dulles — SAS and Air France-KLM...United Airlines is also using the technology on select international flights.

U.S. citizens can opt out of being photographed, but non-U.S. citizens are required to have their pictures taken. Images of U.S. citizens are held for 12 hours and then discarded. Travelers who declined to have their faces scanned will have their identity confirmed manually..."

Interesting to note also Walmart recently installed new self-checkout machines in some stores that put a video of the customer on the screen while making the purchase. This obviously ties a photo to any debit or credit card information (as well all purchases made credit or cash) - photo and linked info no doubt then feeding into the overall ('beast') system now being created.

A big blue security robot is raising eyebrows at LaGuardia Airport. LaGuardia Gateway Partners say the robot is there to patrol Terminal B.



“I’ve never seen one before,” one woman told CBS2’s Dave Carlin. “I like it. He’s cute.”

“Cute” is up for debate. The robot rolls right up to people and stops. Just looking at it, you know it’s a security robot. It says so.

It has four cameras, microphones and sensors...It has some fans, but some people say it invades their space, Carlin reported.

Whether the robot contains facial recognition software or license plate reading technology isn’t being confirmed by LGP. A representative says no taxpayer money is being spent on it, it’s privately funded and in the testing phase.

Chinese jaywalkers are identified and shamed by facial recognition, and now they'll get warnings over text message

[Excerpted] Last April, the industrial capital of Shenzhen installed anti-jaywalking cameras that use facial recognition to automatically identify people crossing without a green pedestrian light; jaywalkers are shamed on a public website and their photos are displayed on large screens at the intersection...

Now, Intellifusion, who created the system, is planning to send warnings by WeChat and Sina Weibo messages; repeat offenders will get their social credit scores docked.

People who stay in Shenzhen for more than 30 days are required to register and allow police to input their faces into the city's databases...

It's all part of the 2015 Chinese Ministry of Public Security plan* [see link/video below] to create an "omnipresent, completely connected always on and fully controllable" surveillance system.

TSA Plans to Use Face Recognition to Track Americans Through Airports

[excerpted] The “PreCheck” program is billed as a convenient service to allow U.S. travelers to “speed through security” at airports. However, the latest proposal released by the Transportation Security Administration (TSA) reveals the Department of Homeland Security’s greater underlying plan to collect face images and iris scans on a nationwide scale. DHS’s programs will become a massive violation of privacy that could serve as a gateway to the collection of biometric data to identify and track every traveler at every airport and border crossing in the country.

Currently TSA collects fingerprints as part of its application process for people who want to apply for PreCheck...But this summer, TSA ran a pilot program at Atlanta’s Hartsfield-Jackson Airport and at Denver International Airport that used those prints and a contactless fingerprint reader to verify the identity of PreCheck-approved travelers at security checkpoints at both airports*. Now TSA wants to roll out this program to airports across the country and expand it to encompass face recognition, iris scans, and other biometrics as well.

While this latest plan is limited to the more than 5-million Americans who have chosen to apply for PreCheck, it appears to be part of a broader push within the Department of Homeland Security (DHS) to expand its collection and use of biometrics throughout its sub-agencies.

Congress seems poised to provide both TSA and CBP with the statutory authority to support these plans. As we noted in earlier blog posts, the “Building America’s Trust” Act would require the Department of Homeland Security (DHS) to collect biometric information from all people who exit the U.S., including U.S. and foreign citizens. And the TSA Modernization Act, introduced earlier this fall, includes a provision that would allow the agencies to deploy “biometric technology at checkpoints, screening lanes, bag drop and boarding areas, and other areas where such deployment would enhance security and facilitate passenger movement.” The Senate Commerce Committee approved the TSA bill in October.

According to an article in TSN, The National Hockey League (NHL) plans to install facial recognition cameras in their arenas ... to identify everyone, the moment they walk through their doors.

"We can identify someone literally as they walk through the door. Identification happens within a few seconds. Then you can intercept them right then” Peter Trepp, chief executive of FaceFirst Inc., said.

"The technology has improved as professional sports leagues come to terms with being terrorist targets. That prospect has left the NHL in recent weeks discussing a league-wide security review that would potentially help to limit the league’s financial exposure if terrorists targeted an NHL game."

Sports teams are also using facial recognition to create their own private watch lists.

"At the very least, Trepp said, NHL teams could ... create their own database of troublemakers and banned spectators. Teams could also use facial biometrics to identify VIPs and season-ticket holders and fast-track their entry, he said."

DHS Outlines Mandatory Biometric ID at Airports for Foreign Travel

[excerpted] What at first seemed like creeping tip-toe incrementalism toward the use of biometric ID for travel is quickly becoming a warp-speed reality. Over the past couple of months I’ve been covering some disturbing developments at national airports that seem to show an acceleration of the plan to use biometric identification in a variety of ways.

However, these stories were nothing compared to what followed on June 20th when U.S. Customs and Border Protection announced that they would integrate government databases with a private company to speed up biometric processing.

"JetBlue is working with U.S. Customs and Border Protection and SITA, an information-technology provider for airlines" ...

“This is the first integration of biometric authorization by the CBP with an airline and may prove to be a solution that will be quick and easy to roll out across U.S. airports,” Jim Peters, SITA’s chief technology officer, said in the statement. (emphasis added)

With that as the backdrop, if one weren’t already alarmed by this trend, DHS is now laying out a clear plan for mandatory face scans for all travelers to foreign destinations, stating that “the only way for an individual to ensure he or she is not subject to collection of biometric information when traveling internationally is to refrain from traveling.” That’s right, no opt-out, just stay home.

British Airways introduces boarding without passports as it installs facial recognition at Heathrow

British Airways is introducing technology that will allow passengers to go through boarding gates at Heathrow using facial recognition.

Biometric devices in Terminal 5 will capture a traveller’s features along with the boarding pass, and then a facial scan at the gate verifies the person’s identity, allowing them to get on the plane without showing documents, BA said in a letter to staff.

The system is designed to speed up boarding and reduce errors, it said. Three gates are now using the equipment, with another 33 planned in the coming months.

Troy Warfield, director of customer experience at BA, said the new self-boarding gates and self-serve bag drop points were ways to invest in what customers "value most".

[excerpted] TSA ‘detention pods’ currently being rolled out at major airports across the U.S. have biometric and object-detecting capabilities, according to promotional material from Eagle Security Group, the company that manufactures the devices...The pods, which critics have likened to cattle grids, are currently in place at Syracuse International Airport as well as Atlantic City International Airport terminal exits...Travelers enter the pod where they are briefly detained before a green light shows and they are allowed to leave the terminal.



People who suspected the devices may be performing some kind of x-ray scan may not be far off the mark. Although such procedures are not currently in place, the pods do have the capability to incorporate “human/threat object detection/containment,” according to the official brochure...The pods can also function as biometric scanners. A video demonstration shows a user biometrically scanning his fingerprint before he is allowed to leave the containment area.

“The identity of the user is guaranteed via fingerprint, iris or facial recognition scans before they are allowed to complete their passage from non-secure to secure areas. The Eagle ACP (Access Control Portal) with integrated biometrics of your choice is a complete solution,” states the company’s website.
