Dallas first responders laud new ways to help mentally ill in 2017

It's been years in the making, but finally, a plan to help scores of nonviolent, mentally ill people avoid jail and get treatment will take shape in the coming year, Dallas County leaders said Monday.

The changes, to be primarily funded with a $7 million private grant, aims to bring fewer mentally ill people to the jail, release more of them while they await trial and connect them with services once they're freed so they don't return.

In the spring, Dallas Fire-Rescue will launch Rapid Integrated Group Healthcare Teams, or RIGHT care teams, made up of specially trained police officers, paramedics and a mental health clinician. They will respond to crises and seek to de-escalate situations and determine the most appropriate course of action, Stretcher said.

To help determine the calls those teams should be sent to, a mental health clinician will be stationed at the city's 911 call dispatch center.

Once at jail, anyone who is arrested will be screened for mental illness. The jail will send those results to judges to consider when setting bond. The county will also start using a risk assessment tool to arrive at an estimated level of danger and flight risk posed by each defendant.

Defendants' potential release from jail will hinge on mental health and public safety considerations, not just the criminal charges they face and a financial ability to pay bond.

Law enforcement leaders at the meeting were supportive of the changes.

This bill is basically setting up the population of California for state regulatory agencies to fill in the blanks later, to make specific controls out of the vague generalities in the bill...This Council has already written a children’s bill of rights, and SB18 is saying this is the model.

[excerpted] In government schools across America in communities being targeted to become “Blue Zones,” children may soon be chanting “Hara Hachi Bu” before eating their lunch — at least between the data-mining and intrusive scoring to determine “progress” in their physical, mental, and spiritual “well being.” The Japanese phrase, associated with the Eastern religion of Confucianism, translates roughly to “eat until you are 80 percent full.” Parents, meanwhile, will receive wide-ranging instructions covering everything from the food they eat and the “tribe” they associate with to the location in their home designated for sexual activity and even the size of their dinner plates. Indeed, the whole community will face massive social engineering — for its own good, of course.

All of it is taking place under the guise of creating “healthy communities” through a public-private partnership between governments, health insurance giants, and businesses to create “Blue Zones.”

Critics and parents in target communities, though, are expressing serious concerns about the developments, with the word “Orwellian” tossed out by more than a few opponents of the agenda. The scheming has also been attacked for parallels with a variety of other deeply controversial projects such as the Obama administration's “full-service community schools” that aim to essentially replace parents, and the United Nations' infamous “sustainable development” plot known as UN Agenda 21. A video of young school children singing the praises of the “Blue Zone Project” at school has also sparked alarm.

What is happening in Collier County offers some warnings to other communities targeted by the Blue Zones Project, and it provides some insight into what the scheme involves. Consider the “Blue Zone Steering Committee” for the county. It includes, among others, the school district chief, the head of the local Chamber of Commerce, the local NAACP chief, the county sheriff, various mayors, city and county commissioners, local media executives, bureaucrats, business leaders, and other self-styled “community leaders.”

Consider a series of Blue Zone “check lists” for citizens produced by the initiative. The “Bedroom Checklist,” for example, under “direction,” tells participants to “start making changes to your bedroom environment based on the recommendations given.” Those recommendations cover everything from your mattress and the “optimal” thermostat temperature to what you may have or not have in your bedroom — no phones, screens, or digital alarm clocks, for instance. “Use the bedroom only for sleep and sex,” the checklist adds.

The Blue Zones “Kitchen Checklist” calls for portioning all snack foods into small bags, keeping fruits and veggies at the top of the refrigerator, replacing “oversized plates with smaller 10-inch plates,” replacing “big gulp drinking glasses with narrow, cylinder shaped glasses,” and hiding and labeling “junk food” to avoid eating it. The list also says you should “avoid eating family style by leaving the serving dishes on the counter,” use hand-operated kitchen appliances rather than electric ones, and much more. All of those instructions are apparently supposed to help people eat less, and eat healthier.

Beyond the checklists dictating just about everything in and around your home, another Blue Zones document, the “Tribe Check Up,” helps you pick the “Right Tribe” to associate with based on lifestyles deemed healthy by the Blue Zone experts. After calculating the number of “points” you have earned based on your friends' healthy habits, the document calls on Blue Zone participants to “nurture” the healthy friends and “spend as much time as you can with them.” “You should still socialize with them,” it says about the moderately healthy friends.

The not-so-healthy friends, though, should get the cold shoulder if possible, including friends who are obese or suffer from depression. “These people almost certainly are dragging your health behaviors down,” it says. “If these aren’t friends to whom you’re committed or need your help, you might want to consider expanding your social network.” In other words, Big Brother and his private-sector cronies want to help pick your “tribe” for you, too [see full article at link - recommended].

Very simply, what is described above is nothing else than Agenda 21. Agenda 21 so-called is not just about environmentalism, it is a comprehensive planetary management plan: Agenda for the 21st century. With regard to "humans", the management strategy is "communitarianism". Business groups say U.S. policies, however, still reflect outdated ideas of Africa’s potential...For example, the African Growth and Opportunity Act [AGOA], ushered into law during the Clinton administration, granted free access to the U.S. economy for certain goods from African countries that made progress toward adopting market-based economies...The deal is up for reauthorization, and business groups are pressing for changes that would recognize Africa’s growing clout by including provisions that lower tariffs for U.S. businesses looking to expand into Africa markets.

How much more plain does it have to be? An unprecedented, meaning nothing like it ever before, U.S.-Africa Leaders Summit to "build democracy and raise investment in the continent". A more accurate description would be the corporate-globalization takeover of Africa. Corporate globalization is just another name for Agenda 21 regional global government. At the highest level, "regional global government" looks like continental divisions. Ebola outbreak: WHO launches $100M plan in response to "unprecedented crisis"

Sierra Leone declares public health emergency as other West African nations set new airport controls

The World Health Organization is launching a $100-million response plan to combat an "unprecedented" outbreak of Ebola in West Africa that has killed 729 people out of 1,323 infected since February, the agency said on Thursday.

WHO Director General Margaret Chan will meet in Conakry, Guinea, on Friday with the presidents of affected West African nations, the United Nations health agency said in a statement.

"The scale of the Ebola outbreak, and the persistent threat it poses, requires WHO and Guinea, Liberia and Sierra Leone to take the response to a new level and this will require increased resources, in-country medical expertise, regional preparedness and co-ordination," said Chan.

"The plan sets out new needs to respond to the outbreak across the countries and bring up the level of preparedness in neighbouring countries," WHO spokesman Paul Garwood said. "They need better information and infection-control measures."

"It could be helpful for the government to have powers to isolate and quarantine people and it's certainly better than what's been done so far," said Dr. Heinz Feldmann, chief of virology at U.S. National Institute of Allergy and Infectious Diseases. "Whether it works, we will have to wait and see."

In a measure of rising international concern, Britain on Wednesday held a government meeting on Ebola, which it said was a threat it needed to respond to.

The president said police and the military would enforce a quarantine on all epicentres of the disease, and would provide support to health officers and NGOs to do their work unhindered, following a number of attacks on health workers by local communities.

House-to-house searches would be implemented to trace Ebola victims and homes where the disease was identified would be quarantined until cleared by medical teams, he said, announcing a ban on all public meetings except those related to Ebola.

Sierra Leone, a former British colony, said passengers arriving and departing Lungi International Airport would be subject to new protocols, including body temperature scans...Nigeria's civil aviation authority (NCAA) said on Thursday it had started temperature screening passengers arriving from places at risk from Ebola...Ghana also said it was immediately introducing body temperature screening of all travellers from West African countries at Accra airport and other major entry points, with isolation centres being set up in three towns.

One of the problems for the international-agenda types though is that a reason to bring about this coordination is needed. Sovereign nations are little inclined to 'regionally coordinate' with other sovereign nations and surrender their autonomy. No, for that to happen, some sort of a lever must be applied to move what will never be moved otherwise. Two months or-so ago, appearing out of absolutely nowhere, a claimed 'terrorist group' called "Boko Haram" was used to create international and regional coordination in Africa [see link below]. Now, once again coming out of absolutely nowhere, "unprecedented Ebola" is doing the same. Regional coordination, new powers for government, police-military power grabs literally granting totalitarian authority, including searching houses and forcing quarantine, increased airport control measures, etc..

All because of "ebola", seemingly a very effective 'lever', the 'globalists' have taken control of another multi-nation 'zone' of Africa, and, facts are facts, everything being done matches perfectly the Zionist-Agenda 21 goal of regional global-government of all Africa. Important to note though, that while it is Africa in this instance, the plan is the same for all the world. Facts are facts.
