California Passes Insane New Law Limiting Personal Water Usage With Massive Fines

[excerpted] Governor Gavin Newsom has signed a law which just went into effect that limits personal water usage. People can even be hit with massive fines if they exceed their limit by doing laundry and taking a shower on the same day. This was recently discussed by reporters on KTLA News and the reporters seemed shocked to learn the details:



How they will implement the water budget has not been determined, but they will be subject to monthly reporting requirements and will be fined $1000 a day when completed. If they exceed the budget in a dry year, the fine is $10,000 each day they spend.

Emergency manager accelerates plans to “monetize” Detroit water department

The proposed “regionalization” of the Detroit Water and Sewerage Department (DWSD) being promoted by Emergency Manager Kevyn Orr is an opening salvo by the financial elite to privatize one of the largest municipally operated water and sewage treatment systems in the US.

The regionalization plan would create a new entity–the Metropolitan Area Water and Sewer Authority (MAWSA)–to take over the operations of the DSWD.

The water department serves three million people in southeast Michigan, providing what is arguably the most needed resource for the population. As a public entity managed by the city, state law prohibits the DWSD from charging rates higher than what is needed to recover its production costs.

During the Detroit bankruptcy eligibility trial, New York investment banker Kenneth Buckfire spoke for the financial speculators eyeing the water department, saying, “The only way is to sell it or privatize it. Several private equity firms have expressed interest, but only if they can charge higher rates.”

There are specific obstacles in the City Charter to selling off and privatizing city assets like the water department and public lighting, but Michigan’s anti-democratic emergency manager law gives Orr dictatorial powers to override the City Charter.

The threat to the DWSD is not a unique occurrence. Public water systems are being eyed by financial speculators all over the country and the world as a source of future revenues.

In case anybody is wondering, there will be no quick easy solution to the brand new appearing out of nowhere sudden "global food crisis" i.e. rice/wheat/grain shortage. The decisions in 2001 and 2006 limited the definition of “navigable waters” and the corresponding scope of federal jurisdiction to exclude isolated non-navigable waters.In actuality, the CWRA would expand federal jurisdiction far beyond the scope of the original Clean Water Act by striking “Navigable waterways of the United States” and replacing it with “Waters of the United States.”

This phrase is then further defined as “all waters subject to the ebb and flow of the tide, the territorial seas and all interstate and intrastate waters and their tributaries, including lakes, rivers, streams (including intermittent streams), mudflats, sandflats, wetlands, sloughs, prairie potholes, wet meadows, playa lakes, natural ponds and all impoundments of the foregoing to the fullest extent that these waters or activities affecting these waters are subject to the legislative power of Congress under the Constitution.”

The CWRA is recognized by concerned interest groups as the biggest federal power grab in our nation's history.

The bill's reference to “activities affecting these waters” could enable federal agencies to assume authorities over not just water but land and air as well. 'Water' is now a "scarce resource" and needs global oversight to assure proper management. This is to assure "sustainability". Governments must be involved as well as private enterprise. UN calls water top priority: Yahoo

DAVOS, Switzerland - U.N. Secretary-General Ban Ki-moon urged the world on Thursday to put the looming crisis over water shortages at the top of the global agenda this year and take action to prevent conflicts over scarce supplies.

Ban said he will invite world leaders to "a critical high-level meeting" in September to focus on meeting U.N. development goals — including cutting by half the number of people without access to safe drinking water by 2015 — particularly in Africa.

Ban told the VIP audience that he spent 2007 "banging my drum on climate change," an issue the Forum also had as one of its main themes last year. He welcomed the focus on water this year saying the session should be named: "Water is running out."

"Water is today's issue," said Andrew Liveris, chairman and CEO of Dow Chemical Co., the world's second largest chemical company. "It is the oil of this century, not a question." Peter Brabeck-Letmathe, chairman and CEO of

Nestle SA, the world's biggest food and drink company, said "time is still on our side but time is running out, just like water is running out."

"Water is running out" according to U.N. general secretary Ban Ki-moon. Another looming global crisis. What is different here though is that the "solution" may not be very beneficial to any except for those forwarding the global agenda, i.e. he who controls the water, controls the planet. You will hear more and more of this so-called 'water crisis' as the now more openly-than-ever-push for 'global oneness' continues to increase.
