The “Biodiversity Assessment Report” the above quote references was published in 1995. The date of the Gore "wrenching transformation" post was over five years ago. Do not for a minute think that any thing has changed over the last eighteen years though, it has not. This raises an interesting question - which is - how exactly could this, Al Gore's so-called "wrenching transformation", as delineated above, ever be accomplished? San Onofre nuclear power plant to shut down

LOS ANGELES - Southern California Edison's parent company announced Friday it is shutting down the San Onofre Nuclear Generating Station just north of Camp Pendleton, the latest chapter of a saga that began with the discovery of a small leak of radioactive steam.

We have concluded that the continuing uncertainty about when or if SONGS might return to service was not good for our customers, our investors, or the need to plan for our region's long-term electricity needs," he said in a statement released from the company's headquarters in Rosemead.

 "We have long said that these reactors are too dangerous to operate and now Edison has agreed," Friends of the Earth President Erich Pica said this morning. "The people of California now have the opportunity to move away from the failed promise of dirty and dangerous nuclear power and replace it with the safe and clean energy provided by the sun and the wind."

SDG&E has said the plant's shuttering has not affected its ability to serve residents in San Diego County, largely because of the Sunrise Powerlink that came online last summer. The major transmission line is capable of carrying 800 megawatts of electricity -- nearby double SDG&E's share of energy from San Onofre -- from the Imperial County desert into San Diego and southern Orange County.

"Since the units went offline in early 2012, SDG&E's primary concern has been continuing to meet our customers' energy needs as safely and reliably as possible," said Jessie Knight Jr., the utility's chairman and CEO. "With the Sunrise Powerlink now in service and with additional contracted resources, barring any unforeseen system emergency, our region should have adequate power supplies for this summer."

San Onofre layoffs raise questions about nuclear plant's future

More than six months after a leaking steam generator tube prompted a complete shutdown of the San Onofre nuclear power plant, Southern California Edison officials announced plans to lay off nearly one-third of its workforce, leading many to wonder if the troubled plant would ever fully reopen.

The company announced Monday a planned reduction of about 730 employees that will bring down staffing at the plant in northern San Diego County to 1,500. Details of the cuts will be worked out later this year, officials said.

Rochelle Becker, executive director of the watchdog group Alliance for Nuclear Responsibility, said she believes the layoffs show Edison is being disingenuous about its plans for the plant. "You can't lay off 700 people when you're trying to restart a plant — you hire more people when you have problems," Becker said. "I think the utility is being unfair to the ratepayers. I think they're being unfair to the workforce. I think if they're not going to operate this plant, they should come out and say they're not going to operate the plant."

Company officials have said that they hope to submit a restart plan for Unit 2 to the U.S. Nuclear Regulatory Commission by the end of the year, but have backed off from making any projections about if or when Unit 3 might return to service.

Japan shuts down last working nuclear reactor

Japan is shutting down its last working nuclear reactor as part of the safety drive imposed after the March 2011 tsunami triggered a meltdown at the Fukushima plant.

The closure of the third reactor at the Tomari plant in Hokkaido prefecture, northern Japan, means all of the country's 50 nuclear reactors have been taken offline, leaving the country with no nuclear-derived electricity for the first time since 1970.

Until last year's earthquake and tsunami triggered radiation leaks at Tokyo Electric Power's Fukushima Daiichi nuclear plant, Japan was the world's third-biggest user of atomic energy.

All the reactors have been shut down for routine maintenance. They must withstand tests against earthquakes and tsunamis, and local authorities must give their consent in order for plants to restart.

4 generator failures hit US nuclear plants

Associated Press= ATLANTA (AP) — Four generators that power emergency systems at U.S. nuclear plants have failed when needed since April, an unusual cluster that has attracted the attention of federal inspectors and could prompt the industry to re-examine its maintenance plans.

None of these failures has threatened the public. But the diesel generators serve the crucial function of supplying electricity to cooling systems that prevent a nuclear plant's hot, radioactive fuel from overheating, melting and potentially releasing radiation into the environment. That worst-case scenario happened this year when the Fukushima Dai-ichi nuclear plant in Japan lost all backup power for its cooling systems after an earthquake and tsunami.

At a minimum, the failures have prompted NRC inspectors to increase their scrutiny at plants where the problems happened. Beyond that, industry officials and academics say the incidents could lead the NRC to formally warn nuclear plant operators about the recent failures and prompt utilities to reevaluate what can disable a generator. Some think these experiences may factor into upcoming rules the NRC will issue in response to the crisis in Japan.

Nuclear flood threat: 1100 troops, 25,000 homes flooded, NRC chief onsite

Upstream of two nuclear power plants operating at heightened alert, biblical proportion flooding is has resulted in as many as 4,500 families to lose their homes in North Dakota, 25,000 homes filling with water, patrol boats responding to 911 calls, and 1100 activated National Guardsmen onsite to help. An Air Force base, overseeing 150 Minuteman III missiles in underground launch silos over 8,500 square miles, is partially under water according to CBS News on Saturday. Downstream are Nebraska's two atomic plants causing national and international dismay plus reason for the Nuclear Regulatory Commission chief to arrive on the scene today.

Some compare the one of the two U.S. nuclear power plants threatened by floodwaters to Fukushima not only due to the water. Both Fort Calhoun Nuclear Station and Fukushima are storehouses for years of spent nuclear fuel rods, a danger highlighted by some news sources, the International International Physicians for the Prevention of Nuclear War, and other watchdog groups.

The flooding in the nuclear facility sites' areas is expected to remain problematic throughout the summer. AP reported Thursday that the Army Corps of Engineers has been releasing dam water upstream of the nuclear stations after heavy rain and snow melt. "Water releases at the Gavins Point Dam in South Dakota hit 160,000 cubic feet of water per second Thursday, and the corps plans to continue releasing water at that rate until at least August." (AP)

Scientific America reported Friday that, despite calls to shutter the U.S. nuclear program, President Obama remains supportive of the industry, contrary to his stated position opposing it before elected. In Friday's report, Karl Grossman wrote:

ROME —Italians began voting Sunday in a referendum on whether to indefinitely shelve government plans to revive the country's nuclear-energy plans, following the nuclear crisis at Japan 's Fukushima Daiichi plant.

Sony, Canon Plants Knocked Out by Aftershock, Setting Back Japan Recovery

Sony Corp. (6758) and Canon Inc. (7751) were among manufacturers that shut plants in Japan following a 7.1- magnitude earthquake yesterday, delaying their recovery from last month’s record temblor.

Sony, Japan’s largest exporter of consumer electronics, said it suspended operations at two plants in Miyagi prefecture because of power outages caused by last night’s aftershock of the 9-magnitude temblor that struck March 11.

“Everyone was hoping to restart production and get back on track, and this aftershock will bring fresh interruptions,” said Steven Zhang, a technology analyst at DBS Vickers Securities in Hong Kong. “This will have a negative impact on the supply chain.”

Nikon suspended production at two plants in Miyagi, the prefecture closest to the earthquake’s epicenter off the coast of northeastern Japan.

Tokyo Electron, the world’s second-largest maker of semiconductor equipment, halted operations at three plants in Miyagi and Iwate prefectures, said Yumi Ota, a Tokyo-based spokeswoman.

NTT DoCoMo, Japan’s largest mobile-phone operator, said 1,220 base stations on its network in northern Japan were offline after yesterday’s earthquake.

Honda Chief Executive Officer Takanobu Ito said today he expects Japan’s government to set limits on electricity use.

The Tokyo-based carmaker has lost production of about 58,000 vehicles since March 11 and may not return to full output for another two to three months.

Fujitsu suspended output at a chip plant in Iwate, said Takashi Koto, a Tokyo-based spokesman.

Japan’s Automakers Expect Longer Delays

DETROIT — A week after catastrophe struck Japan in the form of an earthquake, a tsunami and a nuclear crisis, manufacturers that rely on Japanese factories are concluding that their operations will be affected more severely — and for a longer time — than they had initially hoped.

“This is a serious situation, and it has the potential to affect many markets, including the Americas,” the executive, Carlos Tavares, said.

But Mr. Tavares said it could be weeks or months until the supply chain is back to normal. He just doesn’t know.

Honda... has also told dealers in the United States that it will delay taking orders for Japanese-made cars and trucks that they would normally receive in May until it has a better idea of its ability to ship them.

Tony Iskandar, the owner of Goudy Honda in Alhambra, Calif., one of Honda’s largest dealerships, said...“In the short term we’ll have enough cars, but in a few months it’s going to be crazy...” We could give them a year-old or two-year-old certified car.”

Toyota’s plants in Japan, which build nearly half the vehicles the company sells worldwide, also remain closed.

“The supply-chain problem is a much more dramatic one than what the automakers are portraying. Even if they were able to come online in two weeks, which I think is wishful thinking, there’s a couple hundred thousand units to make up already, and nobody exactly knows how long this is going to last.”

General Motors is halting output at a pickup-truck plant in Louisiana next week because it is running low on an unspecified part from Japan, with ripple effects on other G.M. operations.

Japan shuts down as economic fears grow

Japan's giant car industry has announced a major shutdown as fears grow over the economic impact of Friday’s devastating earthquake and subsequent tsunami which has crippled much of the north-east of the country.

The three largest motor manufacturers – Toyota, Honda and Nissan – said they would stop production at almost all of their domestic assembly plants. The safety of the workforce and deaths were cited as reasons behind the decision. The electronics giant Sony also said it would be shutting down production.

The disaster forced the Bank of Japan (BoJ) to issue a statement, as it draws up plans for an emergency “quake budget”. The BoJ said: “The bank will continue to do its utmost, including the provision of liquidity, to ensure stability in financial markets and to secure the smooth settlement of funds, in the coming week.”

“Temporary closures of factories and oil refineries and the shutting down of power stations are likely to affect output throughout the country,” said Wolfgang Leim of Commerzbank. “Economic output may therefore shrink again slightly in the first quarter.”

Between them the three car companies closed 22 assembly plants, while Sony halted production at six of its domestic plants, including a Blu-ray factory where more than 1,000 workers were stranded yesterday.
