France will deploy about 3,000 reserve troops, train school authorities and ramp up school anti-terror drills in case of attacks, its education and security ministers announced on Wednesday, a week before the start of a new academic year.

The French government has heightened security across the country following a series of Islamist militant attacks since January last year that has left people on the edge, with schools a feared target.

Around 500 school administrators will be trained every year at the national gendarme training center to manage crisis centers and act as liaisons with security officials, while some 1.2 million students in the fourth year of secondary school are expected to be trained in ['terror'] first aid .

Cazeneuve said security forces will be focusing on school surroundings and that 3,000 gendarme reservists will be deployed to reinforce other forces including the police.

"Throughout the year, particular attention will be put around schools. Active surveillance around schools, high-schools and universities will be reinforced by roving patrols," Cazeneuve said.

Illinois Gov. signs bill that requires teaching teens how to handle being stopped by police

Students enrolled in driver's education courses will be required to learn how to respond if they're pulled over by police under a measure Gov. Bruce Rauner signed into law Friday.

The change is aimed at preventing teens from panicking or doing anything that may be interpreted as a red flag by police, which could lead to a standard traffic stop escalating into a more serious situation.

"I think it's really timely, so that teenagers and young drivers don't look at a police officer as a threat or a problem," said sponsoring Sen. Julie Morrison, D-Deerfield. "It's just a part of driving, and if they respond in a responsible, correct way, it should never escalate."

The new curriculum will be put in place for the 2017-18 school year at private and public schools that offer driver's education classes, or after June 30, 2017, for driver training schools providing instruction to teens younger than 18. It'll be up to the secretary of state's office to develop the specific guidelines.

In this framework, some 15,000 operational reservists should be available by the end of the month "to ensure security for various events of the summer", Mr Hollande said while on a visit to south-western France.

Earlier this month he said the Defence Ministry would call up 28,000 reservists for the coming weeks, while the paramilitary police will tap an extra 10,000 men and women who retired less than two years ago.

LIFEGUARDS on beaches in France have been authorised to carry guns this summer, as a union leader has warned they could be potential terror targets.

The measure only applies to the head of the surveillance team and their deputies.

An internal memo from the director of the CRS, seen by LCI states: “In a context where the forces of order are particularly exposed to the risk of confrontation with armed and extremely dangerous individuals, the necessity to intervene to neutralise them has brought me to oversee by this note the arming of CRS personnel on the beaches for the summer season 2016.”

A special holster will be designed for lifeguards to carry the weapons.

The Federal Bureau of Investigation is committing $110,000 toward the creation of a state-of-the-art center for investigations in the Oakland Police Department, according to a briefing provided by OPD and the FBI at the Oakland City Council's public safety committee meeting last night.

The joint effort will bring as many as ten FBI agents into OPD’s criminal investigations division to expand the department’s investigative capacity.

The new facility will include twelve computer workstations with access to FBINet, the bureau’s classified intranet... FBINet "communicates secret information, including investigative case files and intelligence pertaining to national security," and has been a critical tool in the creation of so-called fusion centers that collect and share law enforcement information between federal, state and local agencies.

“Everyone in [OPD] homicide has been deputized as a task force officer and has access to the FBI database and access to resources outside of the state.”

Holmgren said OPD will have access to many of FBI tools, including software to conduct “social network analysis” of suspects and their social networks. “We can see what sphere of influence these individuals have,” he said.

Cleveland police department agrees to carry out federal reforms

The Cleveland police department, which has been criticised for aggressive tactics against African Americans, has agreed to strict federal reforms. Mayor Frank Jackson said on Tuesday that the police will adhere to the most exacting standards in the US.

The US Department of Justice settlement comes after a series of cases where officers killed unarmed people.

An independent monitor will track the police department's progress.

Officers will also undergo mental health consultations.

If the city does not carry out the terms of the settlement, known as a consent decree, a federal judge has the authority to demand them.

Mr Jackson said all police officers will have body cameras by the end of 2015.

"Today marks a new way of policing in the city of Cleveland, one built on a strong foundation of systemic change," Mr Jackson said of the agreement with the DOJ.

The agreement comes on the heels of racial tensions and police-involved shooting deaths of Freddie Gray in Baltimore, Maryland, Eric Garner in New York City and Michael Brown in Ferguson, Missouri.

Baltimore and Ferguson's police departments have also came under close scrutiny of the Department of Justice.

Marines raid Dodger Stadium in urban target practice

[excerpted] LOS ANGELES -- Dodger Stadium became a training ground for Marines this week as they used the Major League ballpark for a mock raid involving an arms dealer.

It was a unique part of the 15th Marine Expeditionary Unit's training in preparation for a spring deployment. The MEU started urban combat training exercises on Dec. 5 at locales including parts of downtown Los Angeles and the metropolitan area, and other parts of Southern California, Nevada and Arizona.

The mock raid Tuesday at the third-oldest Major League Baseball stadium, however, was the first training scenario with a high-profile landmark.

In the fictional training scenario, the Marines' target was a bad guy who sells copper plates for sophisticated improvised explosive devices and ships them out of a soda truck. He used a job as a manager in the stadium's maintenance department as a cover.

About 70 Marines flew 170 miles from Fort Hunter Liggett to Los Angeles in four MV-22B Ospreys from Marine Medium Tiltrotor Squadron 161 (Reinforced). The tiltrotors were accompanied by UH-1Y Venom and AH-1Z Viper helicopters and the aircraft landed at around 6 p.m. in a parking lot outside the stadium's third base line. A CH-53 also flew in to refuel the Venoms and Vipers after they landed.

From the parking lot they entered the 56,000-seat stadium, the largest in Major League Baseball.

The stadium training exercise was more realistic than most, [Marine sergeant in charge] Maehler  said. Rather than participating in another routine drill in a mock village made out of plywood on a base, he said, they were operating in a massive city as real people worked, played, and spent time with family.

He said it was such a valuable experience that he thinks it should be replicated throughout the Corps.

Camp Pendleton Marines To Conduct Training In Downtown LA

LOS ANGELES (CBSLA.com/AP) — Residents in and around downtown Los Angeles could hear helicopters or other military aircraft over the coming days as Marines and sailors from Camp Pendleton train in preparation for a deployment.

The training is part of a two-week military exercise that starts Friday and extends through Dec. 16 and involves about 2,400 members of the 15th Marine Expeditionary Unit, according to the Associated Press.

While residents could see as many as six military helicopters buzzing over the downtown area over the next week, raids being held at several undisclosed locations in the city will be off limits to the public for safety reasons, Capt. Brian Block told the Associated Press.

Dozens of Marines will raid buildings and shoot paintballs from modified M-15s as part of the exercise, but no residents live in the spots where the pseudo-combat will take place, according to Block.

Similar exercises will also take place at various California military bases, at a site near Las Vegas, and another site outside Flagstaff, Ariz., according to officials. Block said the Los Angeles portion will take place over a couple of days next week.

The military worked closely with the Los Angeles Police Department and notified property owners so no one will be caught off guard, Block said...A notification announcing the exercise was sent out Friday morning on the LAPD’s official Twitter account.

Boston Pretext: Pentagon Unilaterally Grants Itself Authority Over ‘Civil Disturbances’

[Excerpted; full article at link] By making a few subtle changes to a regulation in the U.S. Code titled “Defense Support of Civilian Law Enforcement Agencies” the military has quietly granted itself the ability to police the streets without obtaining prior local or state consent, upending a precedent that has been in place for more than two centuries.

The most objectionable aspect of the regulatory change is the inclusion of vague language that permits military intervention in the event of “civil disturbances.” According to the rule:

"Federal military commanders have the authority, in extraordinary emergency circumstances where prior authorization by the President is impossible and duly constituted local authorities are unable to control the situation, to engage temporarily in activities that are necessary to quell large-scale, unexpected civil disturbances."

One of the more disturbing aspects of the new procedures that govern military command on the ground in the event of a civil disturbance relates to authority. Not only does it fail to define what circumstances would be so severe that the president’s authorization is “impossible,” it grants full presidential authority to “Federal military commanders.”

The stated purpose of the updated rule is “support in Accordance With the Posse Comitatus Act,” but in reality it undermines the Insurrection Act and PCA in significant and alarming ways. The most substantial change is the notion of “civil disturbance” as one of the few “domestic emergencies” that would allow for the deployment of military assets on American soil.

For activists such as O’Brien, the new DoD regulatory change is frightening because it creates, “an environment of fear when people cannot associate with one another.” Like Afran and Freedman, she too calls the move, “another grab for power under the rubric of the war on terror, to the detriment of citizens.”

“This is a complete erosion of the rule of law,” says O’Brien. Knowing these sweeping powers were granted under a rule change and not by Congress is even more harrowing to activists.

Baltimore City Council Passes Dictatorial Day-And-Night Curfews On "Any Young Looking Person"

[excerpted] In addition to making it illegal for children to be outside their homes after 9:00 PM, the city of Baltimore, Maryland, will impose what amounts to a public school curfew between the hours of 7:30 a.m. to 3:00 p.m. Baltimore Mayor Stephanie Rawlings-Blake is expected to sign new legislation.

The law, passed unanimously by the Baltimore City Council, was defended Monday by Councilman Brandon Scott, who is the lead supporter of the measure...“We did that because it’s just old school common sense,” Scott said. “If you’re going to ask young people to be up and ready for school at 6:30, 7 o’clock in the morning then they should not be out at 11 p.m. at night.”

Parents will be fined $500 if their children violate the curfew. Families may avoid paying the penalty if they attend government counseling. Children caught violating the new law will be taken by police to a “youth connection center,” ABC News in Baltimore reports...The law will turn the attention of police on young people, many who are older than 14 to 16 years old.

“What these laws do is give the ability to officers to stop any young-looking person who is outside at a certain time and ask what they’re doing, ask for identification. It affects not only those who are explicitly covered by the curfew, but reaches older adolescents and young people as well,” Sonia Kumar, ACLU Maryland staff attorney, told NBC News.

Other cities across the country are considering passing similar laws...Indianapolis, Indiana, Oakland, California, and Austin, Texas, are looking at laws to restrict the movement of children.

US Supreme Court Backs Cops Who Shoot Motorists

[Excerpted] US Supreme Court unanimous in granting immunity to police officers who shot and killed a motorist and passenger over a high-speed chase.

The US Supreme Court on Tuesday [5-27-14] unanimously approved of the actions of police officers who gunned down the driver and passenger in a car that committed a minor traffic infraction and kicked off a brief chase.

Near midnight on July 18, 2004, Officer Joseph Forthman of the West Memphis, Arkansas Police Department decided to stop a white Honda Accord because it had a burnt-out headlight. On the side of the road, Officer Forthman became suspicious after asking the driver, Donald Rickard, several questions. Rickard was ordered to step out of the vehicle. Instead, Rickard drove off. Five police cruisers chased the Honda on Interstate 40 for about five minutes.

After Rickard took a freeway exit, one of the officers rammed the Honda, causing it to spin out into a parking lot. Rickard was cornered. As he attempted to back the Honda up, the officers opened fire at point-blank range, killing Rickard and passenger Kelly Allen...Rickard's family filed a lawsuit against the officers, and both a trial judge and the Sixth Circuit US Court of Appeals found they were not entitled to immunity for their actions because of the excessive force used. The Supreme Court justices reversed, arguing the force used was reasonable from the perspective of a police officer on the scene as the events unfolded.

The justices found that firing fifteen rounds into the car was not excessive because Rickard continued to flee, even after he had been shot. The court refused to consider whether the family of passenger Kelly Allen would have a claim, noting only that a prior decision suggests Allen's family would have to prove "a purpose to cause harm unrelated to the legitimate object of arrest."

John W. Whitehead, president of The Rutherford Institute, said this decision would encourage an escalation of force by police against citizens because the officers would know they will not be held to account, no matter what they do.

"This lawlessness on the part of government officials, an unmistakable characteristic of a police state, is made possible in large part by the courts, which increasingly defer to law enforcement and prioritize security over civil liberties," Rutherford said in a statement. "In so doing, the government gives itself free rein to abuse the law, immune from reproach, and we are all the worse off for it."

Forget about bringing your big purse or backpack -- or even a cooler -- to NFL games this season. They'll all be banned, along with seat cushions and camera bags, at all NFL stadiums beginning with preseason games.

In a press release Thursday, the NFL Committee on Stadium Security said to a provide a "safer environment" and to "expedite fan entry," NFL teams will implement a policy that will limit the size and types of bags that can be brought into stadiums...

Prohibited items include purses larger than a clutch bag, coolers, briefcases, backpacks, fanny packs, seat cushions, cinch bags or camera bags. The statement said that stadiums will establish a secondary perimeter around the stadium where security will check for prohibited items.

"This establishes a protected buffer area for fans in plaza-level areas and at the queues for stadium entry," it said. "Any prohibited bag inside the second perimeter will be highly visible and more quickly resolved." Fans with bags that do not meet the criteria will be turned away from the stadium. The committee is encouraging stadiums to provide temporary storage facilities for banned items well outside the bag-restricted area.

Boston Pretext: Pentagon Unilaterally Grants Itself Authority Over ‘Civil Disturbances’

[Excerpted; full article at link] By making a few subtle changes to a regulation in the U.S. Code titled “Defense Support of Civilian Law Enforcement Agencies” the military has quietly granted itself the ability to police the streets without obtaining prior local or state consent, upending a precedent that has been in place for more than two centuries.

The most objectionable aspect of the regulatory change is the inclusion of vague language that permits military intervention in the event of “civil disturbances.” According to the rule:

"Federal military commanders have the authority, in extraordinary emergency circumstances where prior authorization by the President is impossible and duly constituted local authorities are unable to control the situation, to engage temporarily in activities that are necessary to quell large-scale, unexpected civil disturbances."

One of the more disturbing aspects of the new procedures that govern military command on the ground in the event of a civil disturbance relates to authority. Not only does it fail to define what circumstances would be so severe that the president’s authorization is “impossible,” it grants full presidential authority to “Federal military commanders.”

The stated purpose of the updated rule is “support in Accordance With the Posse Comitatus Act,” but in reality it undermines the Insurrection Act and PCA in significant and alarming ways. The most substantial change is the notion of “civil disturbance” as one of the few “domestic emergencies” that would allow for the deployment of military assets on American soil.

For activists such as O’Brien, the new DoD regulatory change is frightening because it creates, “an environment of fear when people cannot associate with one another.” Like Afran and Freedman, she too calls the move, “another grab for power under the rubric of the war on terror, to the detriment of citizens.”

“This is a complete erosion of the rule of law,” says O’Brien. Knowing these sweeping powers were granted under a rule change and not by Congress is even more harrowing to activists.

As we witnessed during the Boston bombing manhunt, it’s already difficult to discern between military and police. In the future it might be impossible, because there may be no difference.
