Yom Kippur or 'Day of Atonement' comes from the Old Testament Mosaic Law. On this day, once a year only, the Jewish high priest was permitted to enter the holy place within the Jewish temple where the ark of the covenant was kept, to there offer the blood of a sacrifice for all the congregation for the year past. What is not exactly clear in the above quote from Wikipedia about the Talmudic Jewish 'Kol Nidre' ritual is that this prayer/chant is meant to cover the coming year, not the year past.
