Nuclear flood threat: 1100 troops, 25,000 homes flooded, NRC chief onsite

Upstream of two nuclear power plants operating at heightened alert, biblical proportion flooding is has resulted in as many as 4,500 families to lose their homes in North Dakota, 25,000 homes filling with water, patrol boats responding to 911 calls, and 1100 activated National Guardsmen onsite to help. An Air Force base, overseeing 150 Minuteman III missiles in underground launch silos over 8,500 square miles, is partially under water according to CBS News on Saturday. Downstream are Nebraska's two atomic plants causing national and international dismay plus reason for the Nuclear Regulatory Commission chief to arrive on the scene today.

Some compare the one of the two U.S. nuclear power plants threatened by floodwaters to Fukushima not only due to the water. Both Fort Calhoun Nuclear Station and Fukushima are storehouses for years of spent nuclear fuel rods, a danger highlighted by some news sources, the International International Physicians for the Prevention of Nuclear War, and other watchdog groups.

The flooding in the nuclear facility sites' areas is expected to remain problematic throughout the summer. AP reported Thursday that the Army Corps of Engineers has been releasing dam water upstream of the nuclear stations after heavy rain and snow melt. "Water releases at the Gavins Point Dam in South Dakota hit 160,000 cubic feet of water per second Thursday, and the corps plans to continue releasing water at that rate until at least August." (AP)

Scientific America reported Friday that, despite calls to shutter the U.S. nuclear program, President Obama remains supportive of the industry, contrary to his stated position opposing it before elected. In Friday's report, Karl Grossman wrote:

"Indeed, if policymakers were able to divert the hundreds of millions of dollars in subsidies to the U.S. nuclear industry every year to solar, wind and geothermal developers, there is no telling how quickly we could innovate our way to sustainable non-polluting energy independence and put the specter of nuclear power that much further in our rearview mirror."

Iowa City's Ordinance Making Apartment Keys Available to Emergency Crews Faces Backlash

An Iowa city has passed an ordinance requiring hundreds of commercial buildings and apartment complexes to literally leave the keys outside in case of an emergency, allowing quicker access to first responders but potentially to those up to no good, as well.

The Cedar Falls City Council voted 6-1 on Monday to expand an existing 2004 ordinance that required lock boxes containing keys at buildings with six or more units and commercial buildings with sprinkler system or unsupervised alarms. The new ordinance, which can become law with a signature by Mayor Jon Crews, expands the requirement to apartment buildings with just three or more units.

Council member Frank Darrah, who voted in support of the ordinance...said the mayor told him that he is considering a task force to analyze the issue further before signing it into law, as well as taking a look at other cities nearby -- like Waterloo -- that have similar legislation.

ROME —Italians began voting Sunday in a referendum on whether to indefinitely shelve government plans to revive the country's nuclear-energy plans, following the nuclear crisis at Japan 's Fukushima Daiichi plant.

Future Attribute Screening Technology (FAST), a US Department of Homeland Security (DHS) programme designed to spot people who are intending to commit a terrorist act, has in the past few months completed its first round of field tests at an undisclosed location in the northeast, Nature has learned.

Like a lie detector, FAST measures a variety of physiological indicators, ranging from heart rate to the steadiness of a person's gaze, to judge a subject's state of mind. But there are major differences from the polygraph. FAST relies on non-contact sensors, so it can measure indicators as someone walks through a corridor at an airport, and it does not depend on active questioning of the subject.

As for where precisely FAST is being tested, that for now remains a closely guarded secret. Bishop Eddie Long delivered his first Sunday sermon at his Atlanta megachurch since he reached a settlement out of court in the sexual misconduct case.

Congregants at New Birth Missionary Baptist Church welcomed Long with applause and cheers when he took the stage at the 8 a.m. service Sunday.

Just two days prior, the lawsuits brought by four young men alleging Long of coercing them into sexual relationships were officially dismissed "with prejudice" Friday.

Lawyers for both sides have given no details on the settlement other than to confirm that the lawsuits have been resolved.

Long did not address the allegations or the settlement during his address Sunday but his congregation did sing a praise song on "moving forward."

The accusers in the case, Anthony Flagg, Spencer LeGrande, Jamal Parris and Maurice Robinson, were former members of New Birth. They alleged in their lawsuits filed in September that the pastor used his position and lavish gifts to lure them into sexual relationships.

New Birth updated its website Sunday to include the resolution statement on the Eddie Long case:

"After a series of discussions, all parties involved have decided to resolve the civil cases out of court. This decision was made to bring closure to this matter and to allow us to move forward with the plans God has for this ministry."

"As is usually the case when civil lawsuits resolve out of court, we cannot discuss any details regarding the resolution or the resolution process, as they are confidential."

Eddie Long Case Not Settled, Expected to Head to Court
The lawsuit against Bishop Eddie Long for sexual misconduct apparently could not be settled outside of court. The judge who said less than a month ago that the dispute was close to being resolved now says he is preparing to hear the case in court this fall.

Atlanta’s WSBTV Channel 2 first reported on Thursday that Judge Johnny Panos is looking at a trial date in August or September. Panos declined to give details of what could not be resolved during the settlement discussions.

Since February, attorneys from both parties have been actively negotiating to try to work out a compromise and settle outside of court. If the parties settled outside of court, then none of the information discussed during the mediation process would be disclosed to the public.---------------------------------------------

National Emergency Alert System Set To Launch In NYC

NEW YORK (CBSNewYork) – A new national alert system is set to begin in New York City that will alert the public to emergencies via cell phones.

It’s called the Personal Localized Alert Network or PLAN. Presidential and local emergency messages as well as Amber Alerts would appear on cell phones equipped with special chips and software.

The Federal Communications Commission and the Federal Emergency Management Agency said the system would also warn about terrorist attacks and natural disasters.

Verizon and AT&T, the nation’s largest cell phone carriers, are already on board. Consumers would be able to opt out of all but those presidential messages.

For now, the alerts are capable on certain high-end cell phones but starting next year, all cell phones will be required to have the chip that receives alerts.

By the end of the year, the new system will be in place in New York City and Washington and in cities around the country by the end of 2012.

Bloomberg made the announcement about the new system Tuesday morning with FCC chairman Julius Genashowski and other federal and local officials.

The basic laws of physics do not allow any other conclusion whatsoever. Herbal medicines banned as EU directive comes into force

Patients have lost access to hundreds of herbal medicines today, after European regulations came into force.

Sales of all herbal remedies, except for a small number of popular products for 'mild' illness such as echinacea for colds and St John's Wort for depression have been banned.

For the first time traditional traditional products must be licensed or prescribed by a registered herbal practitioner.

Both herbal remedy practitioners and manufacturers fear they could be forced out of business as a result.

Some of the most commonly used products were saved after the Health Secretary Andrew Lansley approved a plan for the Health Professions Council to establish a register of practitioners supplying unlicensed herbal medicines.

However, many remedies were lost as it was only open to those who could afford the licensing process which costs between £80,000 to £120,000 [$125,00 - $187,000 per herb].

Washington – Department of Homeland Security Secretary Janet Napolitano and U.S. Education Secretary Arne Duncan today called on K-12 schools, colleges and universities across the central U.S. – and throughout the country – to help their students, faculty and communities prepare for earthquakes by participating in a public earthquake drill on Thursday, April 28, 2011. Eleven states in the New Madrid Seismic Zone are participating in the drill, the "Great Central U.S. Shake Out", which takes place at 10:15 a.m. Central time. Anyone can register to participate, whether at school, at work, or at home; to date, over 2 million Americans have signed up.

While similar "ShakeOut" earthquake drills are frequently conducted by California and other states on an individual basis, this is the first multistate earthquake drill, and the first drill in the central U.S., where many states would be impacted if a major earthquake hit the New Madrid Seismic Zone.
