The Paris agreement to combat climate change became international law Friday... So far, 96 countries...have formally joined the accord... The United States formally entered into the agreement in September, and more countries are expected to come aboard in the coming weeks and months... “While the real effect of the agreement after it goes into effect is still uncertain, it is a simple sign that the international society is much more open to alter economic and political behavior... Here we go again: WHO now claims meat causes colon cancer

Eating sausages, ham and other processed meats causes colon cancer, and red meat "probably" does too, an arm of the World Health Organization said Monday.

The findings support "recommendations to limit intake of meat," said the International Agency for Research on Cancer (IARC), which compiled a review of more than 800 studies on the link between a meat diet and cancer.

"In view of the large number of people who consume processed meat, the global impact on cancer incidence is of public health importance," IARC official Kurt Straif said in a statement.

The report was compiled by 22 experts from 10 countries. The evaluation revealed "strong mechanistic evidence supporting a carcinogenic effect" for red meat consumption — mainly for cancer of the colon and rectum, but also the pancreas and prostate, said the agency based in Lyon [lying], France.

'A bloody scene': 3 killed, 12 wounded in mass shooting at West Adams restaurant

Not over yet: S.C. governor warns of new flooding

COLUMBIA, S.C. -- In a terse warning, South Carolina's governor urged thousands of people in low-lying areas near the coast to evacuate Thursday before a mass of water rumbling toward the ocean floods some places for up to two more weeks.

Haley said flooding is expected in Georgetown in the next 12 hours, followed by Jamestown and the Givens Ferry area in the next 72 hours. The warning applies to parts of Dorchester, Charleston, Georgetown and Williamsburg counties near the rising Waccamaw and Edisto rivers...

The number of South Carolina dams being monitored by emergency officials has grown from 62 to 70 across the state as rising waters crest toward the coast.

Gov. Haley has come under fire for a lack of preparedness in what is called a "thousand year storm." The state has suffered 14 dam failures as of Wednesday compared to zero dam failures in hard hit North Carolina. There are about 50,000 dams in South Carolina, but only 2,200 are large enough to be regulated by the state through the South Carolina Department of Health and Environmental Control.

Microsoft to end decades-old pick-a-patch practice in Windows 7

[excerpted] Microsoft yesterday announced that beginning in October it will offer only cumulative security updates for Windows 7 and 8.1, ending the decades-old practice of letting customers choose which patches they apply.

"Historically, we have released individual patches ... which allowed you to be selective with the updates you deployed..." -- Instead, only cumulative security and performance updates will be offered. "Individual patches will no longer be available," Mercer said.

Customers who receive patches and bug fixes via Windows Update -- the consumer-grade maintenance service -- will automatically get the security/non-security cumulative update; they will not have a choice. However, businesses deploying updates using Windows Server Update Services (WSUS), System Center Configuration Manager (SCCM) or the Update Catalog download site, may pick between the security-only or the combined security/non-security updates.

Windows 7's and 8.1's first cumulative updates should appear Oct. 11, that month's Patch Tuesday.

In the wake of historic destruction wrought by Hurricane Sandy in 2012, residents of New York and other coastal cities were left wondering whether Sandy-scale storm floods are the new normal.

Now, researchers from Princeton and Rutgers universities and the Woods Hole Oceanographic Institution have developed a computer simulation that estimates that storm-related flooding on the New York City coastline similar in scale to those seen during Sandy are likely to become more common in coming decades. The worst-case scenario has the frequency increasing by 17 times by the year 2100, according to predictions scheduled for publication on Oct. 10 in the Proceedings of the National Academy of Sciences.

Hurricane Sandy was the second costliest hurricane in U.S. history...As the storm moved inland, it pushed a wall of water in front of it, causing the East River to overflow its banks and pour into Lower Manhattan, inundating streets, buildings and subway tunnels.

Beyond this particular prediction, the new model provides an important new tool that can predict, more accurately than previously possible, the kinds of storm floods that will threaten coastal cities over the next century.

When they also incorporated predicted changes in storm climatology, the model estimated that Sandy-like surge floods would become at least 3 times to as much as 17 times more common. "What this tells us is that large surge floods are likely to increase in frequency, but that there is a large amount of uncertainty about the extent of the increase," Lin said.

"In addition, the proposal would say that the federal government could then detain, quarantine, examine, and potentially vaccinate anyone they thought needed that without that person's consent."

A public comment period over the proposed rule is currently under way, and the deadline is midnight on Friday, October 14. Brase is urging concerned individuals to weigh in.

Support for the Paris Agreement has widened to nations representing 56.75 percent of world greenhouse gas emissions, above the 55 percent needed for implementation, a U.N. website showed. The deal will formally start in 30 days.

European Union countries including Germany, France and Slovakia, which have completed domestic ratification, helped trigger the formal entry into force after a green light from the European Parliament on Tuesday.

However, there has been some political pushback in the U.S. from congressional Republicans who question whether the president needed sign off from the Hill to agree to the deal. The White House [sic] there is precedent to sign this type of executive agreement.

The Paris Agreement will take force just before [11-4-16] the U.S. presidential election on Nov. 8. Republican Donald Trump opposes the accord while Democrat Hillary Clinton is a strong supporter.
