Deep-Water Drilling Ban Lifted by Salazar

U.S. Interior Secretary Ken Salazar lifted the Obama administration’s ban on deep-water drilling, citing new safeguards intended to prevent a repeat of BP Plc’s oil spill in the Gulf of Mexico.

The new rules will add $183 million a year to the cost of drilling on the Outer Continental Shelf, the Interior Department said in a notice to be published Oct. 14 in the Federal Register. The rules will add an extra $1.42 million in costs for each new deep-water well that uses a floating rig. Shallow-water wells will cost an extra $90,000.

Today’s move is only one step on the road to restarting the deep-water drilling industry, said John Hofmeister, chief executive officer for Citizens for Affordable Energy and a former executive at Royal Dutch Shell Plc.

“We’re now headed into phase two, which is a period of regulatory uncertainty,” Hofmeister said today in an interview in Houston. “We’re a long way to go yet, and the economic uncertainty in the Gulf Coast is still, I think, a huge issue.”

Wall Street: Foreclosure moratorium would be 'catastrophic'

The Securities Industry and Financial Association said Monday that a "systemwide moratorium on all foreclosures" would be "catastrophic."

"It must be recognized that the mortgage market, investors and the health of the economy are all inter-related," Tim Ryan, president and CEO, of SIFA, said in a statement. "Investors in the housing market -- including American workers with pension funds, 401k plans, and mutual funds -- would unjustly suffer losses in their savings from these actions."

Microsoft proposes public health approach to Internet infections

Scott Charney, corporate vice president of trustworthy computing at Microsoft, unveiled the software giant's Collective Defense proposal on Tuesday during his keynote at the Information Security Solutions Europe (ISSE) conference in Berlin.

Charney urged government and tech industry officials to act collectively to protect citizens and critical infrastructure from growing cyberthreats. He compared unprotected and infected computers to unvaccinated and contagious individuals. Both, he said, can pose a threat to society.

The model would require each PC to, in effect, present a "health certificate" that outlines its security posture before it could connect to the Internet. Enforcement would come from the Internet service provider or some other authority

What's needed is some sort of mechanism for ISPs and other authorities to ask computers for such a health certificate.

And the PCs would have to have installed software that can check for infections and active protection levels, but also be trusted by the ISP not to produce forged or altered certificates. Forged certificates were used in the Stuxnet worm attack designed to take over utility and factory control systems in Iran, India and elsewhere.

U.S. authorities plan a law enforcement surge this week along Amtrak routes, an exercise called RailSafe, and the heads of the country's biggest mass transit systems were briefed today on the possible terror threat, all part of what is being called an abundance of caution.

Amtrak is holding a high-security exercise Friday in which uniformed officers will be a visible presence on national transit routes. RailSafe will include all the local police agencies along the Amtrak routes involved in the exercise.

"If al Qaeda is planning simultaneous attacks in Europe," said Richard Clarke, former White House national security official and now an ABC News consultant, "there's nothing to say they could not also include the US on that list of simultaneous attacks."

A senior DHS official said the rail exercise is "long-planned" and "is not connected in any way" to the terror threat in Europe.

AMSTERDAM — Dutch anti-Islam politician Geert Wilders went on trial Monday [10-4-10] for alleged hate speech, even as his popularity and influence in the Netherlands are near all time highs.

If convicted, he faces up to a year in prison. He could keep his seat in parliament.

Prosecutors say Wilders incited hatred against Muslims with remarks comparing Islam to Naziism and by calling for a ban on the Quran. Wilders argues he has a right to freedom of speech and his remarks were within the bounds of the law.

"The freedom of expression of at least 1.5 million people is standing trial together with me," he wrote, referring to the voters that made his Freedom Party the third-largest in national elections in June.

The case has generated huge interest in the Netherlands and the opening was broadcast live on television.

Mortgage Lenders could soon be falling like Dominos by Ellen Brown @ Global Research [excerpted]

The hits are coming fast and furiously. Major Wall Street mortgage lenders could soon be falling like dominos – and looking again for handouts.

On September 20th, Ally Financial Inc., which owns GMAC Mortgage, the nation’s 4th largest lender, halted evictions and resale of repossessed homes in 23 states. This was after a document processor for the company admitted that he had signed off on 10,000 pieces of foreclosure paperwork a month without reading them. The 23 states were all those where foreclosures must be approved by a court, including New York, New Jersey, Connecticut, Florida and Illinois.

On September 24, Representatives Alan Grayson (D-FL), Barney Frank (D- MA) and Corrine Brown (D-FL) directed a letter to Fannie Mae questioning its use of “foreclosure mills,” which were described as “law firms representing lenders that specialize in speeding up the foreclose process, often without regard to process, substance or legal propriety.”

On September 28, JPMorgan Chase said it was halting 56,000 foreclosures because some of its employees might have improperly prepared the necessary documents. All of the suspensions were in the 23 states where foreclosures require court approval.

On September 29, the Washington Post reported that a top federal bank regulator had directed seven of the nation’s largest lenders to review their foreclosure processes, after learning about widespread mishandling of homeowner evictions. Besides JPMorgan Chase, they included Bank of America, Citibank, HSBC, PNC Bank, U.S. Bank and Wells Fargo. The Washington Post reported:

The paperwork problems range from potentially forged documents to bank employees who never read borrowers' files before signing off on an eviction. . . .

"While we don't expect our review to find that consumers were harmed, we will take appropriate action if we find any impact," JP Morgan spokesman Tom Kelly said.

To Subsidize or Nationalize?

Where does that leave JPMorgan, GMAC, Bank of America, and the other major lenders? Investors have massive claims against these banks, and so do homeowners.

Something else very twisted to note here, and which tells on the the 'beast' who will 'own it all'. Safety, Security and the Environment at the Heart of ICAO Assembly Deliberations

MONTREAL, QUEBEC--(Marketwire - 09/28/10) - The 37th Session of the ICAO Assembly, representing 190 Member States, began its deliberations today on ways to substantially improve the safety, the security and the environmental sustainability of the global air transport system. The Assembly runs until 8 October.

An important step in that direction was taken on the first day of the Assembly with the signing of a Memorandum of Cooperation among ICAO, the United States Department of Transportation, the European Commission and the International Air Transport Association to create a Global Safety Information Exchange in order to reduce the risk of accidents worldwide.

The Assembly will also be reviewing a comprehensive security strategy to update a global security plan of action put in place after the events of 11 September 2001.

Protests against austerity plans in Europe

As Spanish workers demonstrated in the country's first national strike in eight years, protests against European governments' austerity plans were staged in Brussels and other EU capitals. An estimated 100,000 people are expected to converge on Brussels in response to a Europe-wide strike call given by the Confederation of Trade Unions. Large protests were predicted in Poland, Portugal, Greece, Ireland, Romania and Serbia.

The European Union is not deaf to these rumblings of discontent and EU Commission President Jose Manuel Barroso told a group of financers: “No one should underestimate the sense of injustice that Europe's citizens feel today. European leaders, using European solutions, must define a new balanced way to recovery that illustrates that the lessons of the crisis have been learned and the burden shared.”

But with bankers' bonuses booming again and public spending being savaged, many feel there is little sign of balanced burden-sharing. “This is a crucial day for Europe,” said John Monks, general secretary of the European Trade Union Confederation, which organised the Brussels protest.

“Our governments, virtually all of them, are about to embark on solid cuts in public expenditures. They're doing this at a time where the economy is very close to recession and almost certainly you'll see the economy go back into recession as the effect of these cuts take place.”

Gov. Announces Illinois as First State to Begin High-Speed Rail Construction

“I am proud to announce that Illinois is the first state in the nation to begin high-speed rail construction,” said Governor Quinn. “When the corridor is completed, travelers will be able to go from Chicago to St. Louis in under four hours, making Illinois the high-speed rail hub of the Midwest. This project is an essential to strengthening Illinois’ economic recovery, creating jobs and developing long-term investment in Illinois.”

Illinois’ high-speed rail signature route: Chicago to St. Louis, received $1.1 billion for corridor improvements. The improvements will allow passenger rail service to operate at speeds up to 110 mph, and will significantly reduce travel times between the two cities. The corridor is part of a Midwest network that connects major cities across the region to Chicago.

“Today, we mark the beginning of construction on the Alton to Springfield portion of the St. Louis to Chicago high-speed rail corridor,” Senator Durbin said. “This project will create jobs, take cars off our roads and present new economic development opportunities throughout the region.

Construction on the North American continent's 'High-Speed Rail' system has officially begun. Chicago and St. Louis will be the first cities/"urban centers" linked in the new system. Eddie Long Speaks, Does Not Deny Allegations Of Homosexuality, Preaches 'Understanding'

Baptist televangelist Eddie Long said Sunday he will fight allegations that he coerced young male church members into having sex with him.

Speaking publicly about the accusations for the first time, Long did not address the specific allegations contained in four lawsuits filed against him earlier this week.

Long gave 8 a.m. and 11 a.m. sermons on Sunday. They were essentially the same. Eliciting chuckles from the audience, Long began both by joking, "I gotta talk to my family" of worshippers before addressing what other "folk" -- meaning media -- were there to hear.

Both sermons focused on "understanding painful situations."

It seems that the stage has been set for a very public discourse on the topic of homosexuality and Christianity. Close attention paid to what Long actually said in his first public statement since the allegations were brought forth are very revealing. Long has vowed to fight. What exactly is it that he says he will fight? According to the way it is worded in this article, Long says that he will fight the "allegations that he coerced young male church members...". Not having denied the actual deeds, it seems to suggest that he may try to claim that whatever happened was "consensual". To make the situation even more bizarre, Long then goes on to preach two sermons on "understanding painful situations".

Understanding? Doesn't that really mean acceptance?

Regulators Seize Wholesale Credit Unions

Nearly two years after Wall Street’s giants were rescued by the federal government, regulators on Friday took over three financial institutions that provide the underpinning for hundreds of the nation’s credit unions.

The three entities, known as wholesale credit unions and located in Connecticut, Illinois and Texas, were seized by regulators from the National Credit Union Administration, which supervises about 7,500 credit unions that provide basic banking services to millions of Americans.

It also established a set of regulations that will require wholesale credit unions to hold more capital and improve their risk management and governance practices
