The Federal Government has announced it will proceed with controversial plans to censor the internet after Government-commissioned trials found filtering a blacklist of banned sites was accurate and would not slow down the internet.

The Communications Minister, Stephen Conroy, said today he would introduce legislation just before next year's elections to force ISPs to block a blacklist of "refused classification" (RC) websites for all Australian internet users.

Senator Conroy also released results from a pilot trial of ISP-level internet filters, conducted by Enex Testlab, which he said found that blocking banned material "can be done with 100 per cent accuracy and negligible impact on internet speed".

"Although it may address some technical issues, what it leaves out is far more important - exactly what will be blocked, who will decide, and why is it being attempted in the first place?"

Pay Czar [so-called] Caps Cash Salaries at $500,000 for Bailed-Out Automakers, Banks

The Obama administration's pay czar is limiting the cash compensation for executives at companies that received the largest taxpayer bailouts to $500,000.

The 25th through the 100th top earners at Citigroup, GMAC, American International Group and General Motors also must take more than half their compensation in stock, and at least half must be delayed for three or more years, said Kenneth Feinberg, the Treasury Department's Special Master for Executive Compensation.

The new rules will only apply to the second half of December, and will not affect what the employees already have been paid this year.

The rules will affect many workers' year-end bonuses and stock grants, Feinberg said. They also will serve as a starting point for negotiations next year over pay packages for 2010.

Canadian troops heading for California

[Canadian] Troops at CFB Petawawa are doing a little California dreamin' these days as they prepare for Exercise Maple Guardian.

The exercise, which will involve about 3,700 troops, will begin in early January at Fort Irwin California in the Mojave Desert.

According to the military, the dessert environment around at Fort Irwin is similar to Afghanistan.

The exercise is expected to last about seven weeks during the months of January and February 2010. Currently it is scheduled for Jan. 4 to Feb. 20. The troops will then return to Petawawa in late February for leave and other additional training prior to the deployment to Afghanistan.

According to an obscure report in the European Union Times (EUTimes.net), "Russian Military Analysts are reporting to Prime Minister Putin that US President Barack Obama has issued an order to his Northern Command's (USNORTHCOM) top leader, US Air Force General Gene Renuart, to 'begin immediately' increasing his military forces to 1 million troops by January 30, 2010, in what these reports warn is an expected outbreak of civil war within the United States before the end of winter.

"According to these reports, Obama has had over these past weeks 'numerous' meetings with his war council abut how best to manage the expected implosion of his Nation's banking system..."

Many of us would be inclined to pooh-pooh such a story, but then there is this column from Bloomberg.com entitled "Arming Goldman With Pistols Against Public," written by Alice Schroeder. According to Ms Schroeder:

"'I just wrote my first reference for a gun permit,' said a friend, who told me of swearing to the good character of a Goldman Sachs Group Inc. banker who applied to the local police for a permit to buy a pistol. The banker had told this friend of mine that senior Goldman people have loaded up on firearms and are now equipped to defend themselves if there is a populist uprising against the bank."

So, do Wall Street and Russian analysts know something that we don't know? Is this why George W. Bush initiated USNORTHCOM to begin with? Is this why Barack Obama is beefing up USNORTHCOM? This would help explain the reports of all those potential detention camps that have been constructed (including the abandoned military installations that have refurbished security fences, guard towers, etc., around them). Has the American people's disgust with these crooks and thieves within the federal government and Wall Street reached a boiling point?

The fact is, we do need a revolution! But not a revolution of anarchy and pitchforks. (The history of France should be ample evidence of the futility of this strategy.) We need a revolution of the individual states: to reclaim their sovereignty and fight for the liberties of their sovereigns (We the People). That is exactly what our forefathers did in '76.

Now parents face criminal checks just to enter their children's school

Parents have been banned from setting foot in their children's classrooms without first having a Criminal Records Bureau check.

Stern new signs at a college in Cambridgewarn that mothers and fathers cannot enter the premises if they have not been fully vetted.

As a result they face paying £86 each - £36 for an enhanced CRB check plus a fee of up to £50 to process the application.

It is the latest CRB controversy following bans on unchecked parents walking children to a carol concert and supervising at a play park.

Principal Ben Slade - at 33 one of the youngest secondary heads in the country and a former child presenter on BBC programme Why Don't You? - defended the signs yesterday.

He said: 'We had a safeguarding review which suggested we should make it clear to people who are entering the building they are not to walk around unsupervised or work with children if they haven't been CRB checked. Maryland first responders can now give flu shots

Gov. Martin O'Malley issued an emergency order Friday to help speed immunizations once more swine flu vaccine is available in Maryland.

The order allows paramedics, emergency medical technicians and cardiac rescue personnel to give shots to the general public. Before, they could give them only to each other under some circumstances.

Friday's order also gives Maryland's secretary of Health and Mental Hygiene, John M. Colmers, the power to add "additional categories of health care providers" to the list of those who can vaccinate. He could, for instance, allow pharmacists to vaccinate teenagers. Existing rules limit them to adults, said spokesman David Paulson.

Closed Chrysler dealers to drive Obama's eligibility wnd

Two lawyers have joined forces to assemble a case challenging in U.S. bankruptcy court the federal government's use of Troubled Asset Relief Program funds to bail out Chrysler and in doing so may have created a scenario that finally will bring to a head the issue of Barack Obama's eligibility to be president.

Their new case questions the authority by which the federal government and administration officials intervened in the auto industry, specifically allocating some $8 billion-plus to Chrysler, which later was forgiven.

So, along with a bankruptcy court challenge, a "quo warranto" case is being filed in Washington, D.C., demanding to know by what authority administration officials set up the financial arrangements with Chrysler and handed out taxpayer money.

As part of the demand for information about the authority used, Donofrio confirmed, there will be questions about Obama's eligibility to be president. Donofrio contends that since by Obama's own admission his father never was a U.S. citizen, Obama was born a dual citizen. The framers of the Constitution, he argues, did not consider a dual citizen to be a "natural born citizen" as required for the presidency.

If the president cannot document his eligibility to occupy the Oval Office, his presidential task force had no authority to act at all, the case contends.

"Our clients are not in this action as 'birthers,'" he said, citing a term used for people who question Obama's constitutional eligibility. "Our clients are here to seek redress for wrongs.

'...a "quo warranto may be issued from the United States District Court for the District of Columbia in the name of the United States against a person who within the District of Columbia usurps, intrudes into, or unlawfully holds or exercises, a franchise conferred by the United States or a public office of the United States, civil or military."

The formal paperwork in the filings is expected to be submitted to the courts within days on a motion to reconsider the bankruptcy court's decisions and the quo warranto pertaining to the authority of Obama and his appointees.

Mufi Hanneman Proposes Renaming Magic Island 'Obama Park'

HONOLULU -- Mayor Mufi Hannemann on Monday sent City Council members a proposal to rename Aina Moana Beach Park, also known as Magic Island, President Barack Obama Beach Park.

The mayor said that the Department of Parks and Recreation would like an amendment to change the requirement that parks, sites or facilities be named on after people who are deceased.

It is the right thing to do because cities all over the country now have streets and parks named after the Hawaii-born president, the mayor's office said. It is silly Hawaii does not have something named after the president since Honolulu is his hometown, spokesman Bill Brennan said.

French President Nicolas Sarokozy has announced plans to form paramilitary groups to patrol parts of cities, the „banlieu“, where large numbers of immigrants live, in a move that has disturbing echoes of Fascist Europe in the 1930s.

Private „citizen“ paramilitary groups are supposed to keep „law and order“ in the banlieue. But the decision to set them up ahead of the up ahead of up-coming regional elections will spark fears that will be employed to intimidate political opponents.

Allowing an uregulated armed force to patrol high rise ghettos, blighted by unemployment and poverty and where the residents are disadvanatged by systematic racism, is also sure to create an atrmosphere of intimidation and violence and could ignite large scale social unrest.

Shooting protestors is also permitted under the Lisbon Treaty, which came into force on December 1st, and which put Europe under a quasi dictatorship by means of the use of the manipulation of the election process.

As a result of this fraudulent treaty, an EU police force is theoretically allowed to arrest anyone without even having to a reason to the local police, putting their operations outside the law.

But this is just one example how the EU is being used as front to further the agenda of an *international corporate crime syndicate.

This totalitarian EU structure allowing paramilitary groups and organised corporate funded crime to flourish must be dismantled and the people of Europe need to return to democracy and the rule of law as soon as possible.

Such is the doom of the false teachers of Christianity, whose character is described so plainly in 2 Peter 2, and in Jude. Shops and markets in North Korea have been closed and all cash transactions frozen after the Government’s shock announcement of a devaluation of its currency in an effort to crack down on the country’s burgeoning free-market economy.

In the capital, Pyongyang, yesterday only the few shops and restaurants permitted to trade in foreign currencies — patronised by the privileged elite and the city’s small foreign population — were open for business. All other enterprises and services based on cash, including markets, long-distance bus services, barbers’ shops, saunas and bath houses, were suspended until the revaluation of the won is completed next week.

There were reports of public outrage and confusion after the announcement of the measure, which requires North Koreans to swap existing won notes for new ones at an exchange rate of one to 100 — effectively knocking two zeroes off their value. Because of a cap of 100,000 won per family (£475 at the official exchange rate), anyone with significant holdings of cash will have their savings wiped out.

The announcement was made on Monday via a closed-cable broadcasting system that is piped into all North Korean homes. It was not reported in the state media but was confirmed the following day in briefings to foreign diplomats in Pyongyang, who were summoned to the Foreign Ministry at 20 minutes’ notice.

“It came as a great surprise to everyone,” one Western diplomat in Pyongyang told The Times.

“Everything closed — no notice given. When we made inquiries we discovered it was because the currency was no longer valid. It’s really quite dramatic.”

Netherlands reports mutant H1N1 flu death

THE HAGUE : Dutch authorities said on Thursday a patient infected by a mutant strain of the H1N1 flu virus had died.

The World Health Organisation said last month that a similar mutation had been observed in Brazil, China, Japan, Mexico, where the H1N1 flu pandemic began, Ukraine, and the United States, as early as April. Italy also reported a non-fatal case on Monday.

"The mutations appear to occur sporadically and spontaneously. To date, no links between the small number of patients infected with the mutated virus have been found and the mutation does not appear to spread," a WHO statement said on November 20.

Scientists fear that mutations in flu viruses could cause more virulent and deadly pandemic flu. The global health watchdog reiterated a call for close monitoring.

The public is "rightfully" making questions about Barack Obama's eligibility to be president into an issue, former Alaska Gov. Sarah Palin declared yesterday.

"Would you make the birth certificate an issue if you ran?" Palin was asked in an interview on the Rusty Humphries national radio show.

"I think the public rightfully is still making it an issue. I don't have a problem with that. I don't know if I would have to bother to make it an issue, because I think that members of the electorate still want answers," she replied.

Humphries asked: "Do you think it's a fair question to be looking at?"

"I think it's a fair question, just like I think past association and past voting records – all of that is fair game," Palin said.

Climate scientist James Hansen hopes summit will fail

A leading scientist acclaimed as the grandfather of global warming has denounced the Copenhagen summit on climate change next week as a farce.

He decries the cap and trade system envisaged by governments trying to “seal the deal” at Copenhagen as ineffective in stemming carbon emissions. Under such systems, governments set limits on overall emissions and polluters trade quotas among themselves.

James Hansen, the director of Nasa’s Goddard Insitute for Space Studies, told The Times that he planned to boycott the UN conference because it was seeking a counter-productive agreement to limit emissions through a “cap and trade” system.

“We are going to have to move beyond fossil fuels at some point. Why continue to stretch it out longer?” he said. “The only way we can do that is by putting a price on carbon emissions. The business community and the public need to understand that there will be a gradually increasing price on carbon emissions.”

He proposes that the “carbon tax” start at the equivalent of about $1 per gallon of petrol but rise in future years. The tax revenues should be returned directly to the public in the form a dividend, he said.

A sweeping international treaty to regulate how knowledge and creativity may flow on the Internet is now being negotiated.

Details about the treaty are murky. But the latest draft, according to a leak summarized on the Boing Boing website, would require:

That Internet Service Providers (ISPs) have to proactively police copyright on user-contributed material. This means that it will be impossible to run a service like Flickr or YouTube or Blogger, since hiring enough lawyers to ensure that the mountain of material uploaded every second isn’t infringing will exceed any hope of profitability.

That ISPs have to cut off the Internet access of accused copyright infringers or face liability. This means that your entire family could be denied to the internet — and hence to civic participation, health information, education, communications, and their means of earning a living — if one member is accused of copyright infringement, without access to a trial or counsel.

That the whole world must adopt US-style “notice-and-takedown” rules that require ISPs to remove any material that is accused — again, without evidence or trial — of infringing copyright. This has proved a disaster in the U.S. and other countries, where it provides an easy means of censoring material, just by accusing it of infringing copyright.

Mandatory prohibitions on breaking DRM [Digital Rights Management systems], even if doing so for a lawful purpose (e.g., to make a work available to disabled people; for archival preservation; because you own the copyrighted work that is locked up with DRM).

Who would have guessed that such nasty stuff was embedded in a treaty called the “Anti-Counterfeiting Trade Agreement (ACTA)”? That title was presumably meant to reassure people that it’s a non-controversial measure. But fighting counterfeits seems to be just the cover story.

The real goal is to win a backdoor expansion of copyright law, much stronger enforcement powers and greater corporate control of the Internet — all without having to go through that pesky process known as democracy.

Key Washington insiders and corporate players have been granted full access to the draft treaty — but we the little people have been excluded. Wanna read the draft? You can’t. The official rationale is that such disclosures would jeopardize national security. Seriously.

"ACTA involves dozens if not hundreds of substantive aspects of intellectual property law and its enforcement, including those that have nothing to do with counterfeiting. . . . There are concerns about the impact of ACTA on the privacy and civil rights of individuals, on the supply of products under the first sale doctrine, on the markets for legitimate generic medicines, and on consumers and innovation in general."
