Verizon ‘maliciously’ sends emergency alert to New Jersey cellphones
Earlier today [12-12-11] customers of Verizon Wireless received a text message that read,
CMAS Alert
Civil Emergency in this area until 1:24 PM EST Take Shelter Now
U.S. Govern
However, David Samberg, the spokesman for Verizon Wireless, said in a statement emailed to The Star-Ledger that, “This test message was not clearly identified as a test. We apologize for any inconvenience or concern this message may have caused.”

"Big Brother coming after your cellphone". Presumably to avoid an expected backlash if this test of their new Big Brother system were to be pre-announced, Verizon decided to just go ahead and do it - and then just say 'whatever'. Note that New York City was named earlier this year as the chosen location for the PLAN roll-out [1st link below], and close enough, Jersey got the test. Note also below that not only is Verizon taking the lead in implementing this Orwellian "PLAN" but they also are being positioned to have sole control of the "wireless universe" in the not too distant future [2nd link]:
