The Harrisburg Chapter of the NAACP is calling on Pennsylvania Gov. Ed Rendell to suspend some civil liberties and impose martial law in the city to halt the wave of recent lawlessness.

AP Interview: Kids may get swine flu shots first

WASHINGTON (AP) — Schoolchildren could be first in line for swine flu vaccine this fall — and schools are being put on notice that they might even be turned into shot clinics.

Health and Human Services Secretary Kathleen Sebelius said Tuesday she is urging school superintendents around the country to spend the summer preparing for that possibility, if the government goes ahead with mass vaccinations.

"If you think about vaccinating kids, schools are the logical place," Sebelius told The Associated Press.

More immediately, Sebelius faces the looming question of whether to push forward with swine flu vaccinations this fall, on top of the regular winter flu vaccine that will be distributed as usual. A key challenge would be making people understand who needs which, or both, vaccines, decisions that will be made in part based on how swine flu behaves in the Southern Hemisphere this summer, where flu season is just beginning.

Sebelius soon will call together the nation's governors to be sure "these months between now and the fall aren't used as vacation months" but in getting ready.

Dozens of US cities may have entire neighbourhoods bulldozed as part of drastic "shrink to survive" proposals being considered by the Obama administration to tackle economic decline.

The government looking at expanding a pioneering scheme in Flint, one of the poorest US cities, which involves razing entire districts and returning the land to nature.

The radical experiment is the brainchild of Dan Kildee, treasurer of Genesee County, which includes Flint.

Mr Kildee said he will concentrate on 50 cities, identified in a recent study by the Brookings Institution, an influential Washington think-tank, as potentially needing to shrink substantially to cope with their declining fortunes.

Most are former industrial cities in the "rust belt" of America's Mid-West and North East. They include Detroit, Philadelphia, Pittsburgh, Baltimore and Memphis.

In Detroit, shattered by the woes of the US car industry, there are already plans to split it into a collection of small urban centres separated from each other by countryside.

We are now forbidden by Federal regulations from leaving or entering the USA, anywhere, by any means — by air, by sea, or by land, to or from any other country or international waters or airspace — unless the government chooses to issue us a passport, passport card, or “enhanced” drivers license (any of which “travel documents” are now issued only with secretly and remotely-readable uniquely-numbered radio tracking beacons in the form of RFID transponder chips), or unless the Department of Homeland Security chooses to to exercise its standardless “discretion” to decide — in secret, with no way for us to know who is making the decision or on what basis — to issue a (one-time case-by-case) “waiver” of the new travel document requirements.

Previous court decisions upholding government discretion in whether or not to issue passoports [sic] has been premised on the assumption that passports were useful to facitlitate [sic] travel, but were not required for travel or for the exercise of any other rights. Those decisions will, obviously, need to be revisited in light of the fact that government-issued documents are now explicitly required as a condition of the exercise of those aspects of the right to travel — the right of anyone to leave the U.S., and the right of U.S. citizens to return to our own country — that are most explicitly guaranteed by international treaties to which the U.S. is a part, and which under the U.S. Constitution are “the supreme law of the land”. The DHS is cleverly saying that at first they will only issue warnings and waivers, in most cases, to U.S. citizens seeking to enter or leave the U.S. without the newly-required travel documents. Presumably, they hope that the new ID and permission-based travel control regime will become a well-established fait accompli before anyone is able to bring a court challenge of a DHS decision to bar someone from leaving the U.S., or barring a U.S. citizen from entering the country.

The French government will spend nearly a billion euros on a mandatory flu vaccination this autumn, a French website reported on May 30. “France is preparing a battle plan without precedent for this autumn, including an obligatory vaccination campaign for all French of more than 3 months of age,” writes Marie-Christine Tabet for Le Journal du Dimanche. “According to our information, the State will place an order for 100 million units of influenza vaccine from three laboratories (GlaxoSmithKline, Sanofi and Novartis).”

Anne Laude, co-director of the Institute of Health at the Université Paris Descartes, said “nobody would have the right, except in the case of a medical counter-indication, to refuse a vaccination.”

New rule puts U.S. Coast Guard in Canadian waters

Canada and the U.S. signed an agreement Monday designed to increase border security by allowing the RCMP and the U.S. Coast Guard to team up and ride in each others' vessels during border patrols.

Known as the Shiprider program, the new rules intend to improve security and eliminate jurisdictional grey areas in Canada-U.S. waterways. Without the new program, vessels must stop at the border and call upon the other country's officials for help.

Public Safety Minister Peter Van Loan and his U.S. counterpart, Secretary of Homeland Security Janet Napolitano, signed the agreement Tuesday at a cargo facility at the Ambassador Bridge, which connects Detroit and Windsor, Ont.

"Because of the integration of our North American economies ... effective management of the border is essential to the health of both of our countries' economies," said Van Loan.

"You will have Canadian authorities aboard American boats, going into American waters, and the reverse coming into Canadian waters."

Reports are coming in that the government of Australia has placed an order for 10 million vaccines against the novel H1N1 swine flu virus, following a press briefing from Health Minister Nicola Roxon in Canberra earlier today, Thursday.

Vaccine producers worldwide have to wait for good "candidate" samples of the virus to be made in approved labs before they can start developing the vaccine. These are only just starting to come forward.

Fresno will be ground zero for the same-sex marriage debate this weekend, only days after the state Supreme Court upheld Proposition 8 but also allowed existing gay marriages to remain in effect.

The Courage Campaign, a Los Angeles-based advocacy group that supports same-sex marriage, has teamed with local gay rights activist Robin McGehee to host Saturday's rally, which is expected to draw people from all over the country. It is meant to kick off efforts to get a measure on the November 2010 ballot that would reverse Proposition 8.state Supreme Court upheld Proposition 8 but also allowed existing gay marriages to remain in effect.

Before the rally, about 200 people representing some 100 organizations will march 14 1/2 miles from northwest Selma to Fresno. The march will begin at 8 a.m. near the intersection of Front and Whitson streets in Selma and end at Fresno City Hall

Boston to arm patrol cops with semiautomatic assault rifles
The Boston Police Department is preparing a plan to arm as many as 200 patrol officers with semiautomatic assault rifles, a significant boost in firepower that department leaders believe is necessary to counter terrorist threats, according to law enforcement officials briefed on the plan

The law enforcement officials who discussed the proposal said department leaders have described the need for more potent weaponry to confront terrorists like the ones who attacked hotels and other sites in Mumbai, India, last November, killing 166 people and wounding 234 others.

Boston would not be the first city to arm patrol officers with assault rifles. Many other large police departments - including those in Chicago, Miami, Las Vegas, Cincinnati, and Phoenix - are using such rifles already or are planning to.

She was one of dozens of people who participated an emergency preparedness exercise sponsored by the Louisville Metro Department of Public Health & Wellness that tested the use of bank drive-throughs to deliver medications in emergencies.

In the exercise, held at the National City Bank branches at 6511 Preston Highway and 2601 Bank St., workers gave about 200 drivers boxes of raisins representing antibiotics that would be used to treat people in the event of a bioterrorism attack with anthrax.

But health officials said the same distribution method could be used if, for example, swine flu became more virulent in the fall and vaccines or medicines needed to be distributed widely to the public."

The exercise is part of the Cities Readiness Initiative (compare here) of the U.S. Department of Homeland Security, and Wetter said similar exercises are held throughout the country at different times.

The WHO is poised to declare a "full pandemic" and the DHS is running "Cities Readiness Initiative" exercises. Systematic surveillance is being called for and funding to the tune of one billion has been granted in the U.S. for a so-called vaccine, and banks are being readied to distribute it 'if necessary'. There is already talk of eventual mandatory inoculations of all Americans.
