Panic in Ukraine, Authorities deny aircraft are spraying aerosols over cities, Martial Law expected 10-31-09

The office of Emergency Response in the district of Desniansko, Kiev, are tonight (30th Oct.) strongly refuting reports that light aircraft were spraying a substance over the city intended to counter a “swine flu pandemic” in Ukraine.

It was reported that light aircraft were seen over the Forest market area of the city (close to the Forest metro station) and they were spraying an aerosol substance intended to “counter swine flu”, this of course would constitute forced medication of the population.

The editors of local newspapers in Kiev received dozens of phone calls from concerned residents and shop owners in the Forest market area of the city reporting they had observed several light airplanes circling in the sky during the day spraying an unidentified aerosol into the atmosphere.

Reports of helicopters and light airplanes spraying aerosols over Kiev, Lviv, Ternopil, and other cities throughout Ukraine are tonight flooding online forums and websites, hundreds of people have verified the reports with their own eye-witness accounts.

An order from President Yushchenko is expected soon that will effectively place Ukraine under “martial law”. “Due to the complex epidemiological situation in the western regions of Ukraine, where tens of thousands of people have become ill, thousands are in hospital, and dozens have died.”

Nine regions of Ukraine have declared a quarantine around the country and public events have been banned (including the elections).The Clergy have been ordered not to hold any Church or religious services on Sundays or to gather a congregation for any reason whatsoever. Police are also enforcing the compulsory wearing of protective face masks, any driver caught not wearing a mask faces harsh legal penalties. (read full at link)

LOS ANGELES (Reuters) - U.S. authorities seized nine failed banks on Friday, the most in a single day since the financial crisis began and the latest stark sign that substantial parts of the nation's banking industry are being crippled by bad loans.

Australians could be banned from living on the coast
The National Sea Change Taskforce, a parliamentary committee, spent 18 months examining the effect that changing climate could have on coastal Australia and concluded that urgent action was needed to safeguard the coast from seas that are expected to rise more than 31 inches this century.

However, the sweeping parliamentary report urged authorities to consider "the possibility of a government instrument that prohibits continued occupation of the land or future building development on the property due to sea hazard".

Expert: U.N. Resolutions Would Create 'Global Blasphemy Law'

Parents have been banned from supervising their children in public playgrounds, because they have not undergone criminal record checks.

Only council-vetted "play rangers" are now allowed to monitor youngsters in two adventure areas in Watford while parents must watch from outside a perimeter fence. Councillors in Watford claim they are only following Government guidelines and cannot allow adults to walk around playgrounds "unchecked".

Parents already have to 'register' their child on arrival at the free playgrounds so staff have their contact details in the event of an accident.

But now only those who have been CRB vetted by the council can enter the sites, which are surrounded by six foot high steel and wooden fences.

State Of New York Declares Swine Flu Emergency

ALBANY -- Gov. David Paterson declared a state of emergency, saying a recent rise in swine flu cases has created a "disaster" and that certain provisions of state law needed to be set aside to get people vaccinated as quickly as possible.

The executive order Thursday means that far more health care professionals -- including dentists, dental hygienists, podiatrists, pharmacists, midwives and physicians assistants -- will be permitted to administer swine flu and seasonal flu vaccines with only brief training.

"A disaster has occurred throughout New York state, for which the affected local governments are unable to respond adequately," Paterson states in the order.

The order states that the World Health Organization has declared the swine flu a pandemic and President Barack Obama has declared a national emergency. Obama's declaration is a precaution so if hospitals are overwhelmed, patients can be taken to other health care sites.

Obama signs first major federal gay rights law

WASHINGTON -- President Barack Obama on Wednesday signed the first major piece of federal gay rights legislation

Obama said. "No one in America should ever be afraid to walk down the street holding the hands of the person they love."

Legislation barring firms from firing employees on the basis of their sexual orientation could win passage in the House of Representatives by year's end, gay rights advocates said.

Obama has promised to push Congress to repeal the military's "don't ask, don't tell" policy that prohibits being openly gay while serving.

Gay rights activists also hope for repeal next year of the 1996 Defense of Marriage Act, which would give federal legitimacy to gay marriages recorded in states that allow them.

Climate chief Lord Stern: give up meat to save the planet

People will need to turn vegetarian if the world is to conquer climate change, according to a leading authority on global warming.

In an interview with The Times, Lord Stern of Brentford said: “Meat is a wasteful use of water and creates a lot of greenhouse gases. It puts enormous pressure on the world’s resources. A vegetarian diet is better.”

He said that he was deeply concerned that popular opinion had so far failed to grasp the scale of the changes needed to address climate change, or of the importance of the UN meeting in Copenhagen from December 7 to December 18.

“I am not sure that people fully understand what we are talking about or the kind of changes that will be necessary,” he added.

Up to 20,000 delegates from 192 countries are due to attend the UN conference in the Danish capital. Its aim is to forge a deal to reduce greenhouse gas emissions sufficiently to prevent an increase in global temperatures of more than 2 degrees centigrade. Any increase above this level is expected to trigger runaway climate change, threatening the lives of hundreds of millions of people.

Mayor Daley's tough-times, 2010 budget includes a first-ever "Tax Whistleblower Program" expected to include cash bounties for informants who deliver the goods on unpaid business taxes.

The cash reward would be a percentage of the amount recovered, but specifics are still being worked out. The dreaded employee head tax and lease tax are just two of the most frequent targets for tax cheats.

"It's just another way of bringing people into compliance," said Revenue Department spokesman Ed Walsh.

Experts have for years pointed to the potential problem of Internet access during a severe pandemic, which would be a unique kind of emergency. It would be global, affecting many areas at once, and would last for weeks or months, unlike a disaster such as a hurricane or earthquake.

H1N1 swine flu has been declared a pandemic but is considered a moderate one. Health experts say a worse one -- or a worsening of this one -- could result in 40 percent absentee rates at work and school at any given time and closed offices, transportation links and other gathering places.

Many companies and government offices hope to keep operations going as much as possible with teleworking using the Internet. Among the many problems posed by this idea, however, is the issue of bandwidth -- especially the "last mile" between a user's home and central cable systems.

"Such network congestion could prevent staff from broker-dealers and other securities market participants from teleworking during a pandemic," reads the GAO report, available here

"The Department of Homeland Security is responsible for ensuring that critical telecommunications infrastructure is protected."

Private Internet providers might need government authorization to block popular websites, it said, or to reduce residential transmission speeds to make way for commerce.

Czech President Klaus still holding out over Lisbon treaty

In a submission to the Czech constitutional court, which will decide tomorrow whether the treaty is compatible with the country’s constitution, Mr Klaus has suggested that it should be subject to a referendum.

The President, who is the only head of state yet to sign the treaty, attacked the EU notion of “shared sovereignty” as a contradiction that effectively means a loss of national control.

The court will hold a one-day public hearing tomorrow in a case seen as the final legal obstacle to the treaty in the Czech Republic.

“The substance of sovereignty is an unlimited execution of power. Its sharing negates sovereignty,” he added.

Analysts think it unlikely that the court will uphold his complaints, having dismissed similar questions from Czech senators earlier this year, although this is the first time that it has been asked to rule on the treaty as a whole rather than specific sections.

Bill To Dismantle Private Financial Companies Due Today
The Obama administration plans to unveil on Monday a new plan for dealing with troubled financial giants, said a senior U.S. lawmaker, who also mentioned potentially big changes for the insurance industry.

Barney Frank, chairman of the House Financial Services Committee and a chief architect of the financial regulation overhaul, declined on Friday to give details on the administration's new bill, which would give the government the power to dismantle large financial companies that get into crises.

Obama Declares Swine Flu a National Emergency

WASHINGTON (AP) "...Obama declared the swine flu outbreak a national emergency, giving his health chief the power to let hospitals move emergency rooms offsite to speed treatment and protect noninfected patients

Administration officials said the declaration was a pre-emptive move designed to make decisions easier when they need to be made. Officials said the move was not in response to any single development..

Health and Human Services Secretary Kathleen Sebelius now has authority to bypass federal rules when opening alternative care sites, such as offsite hospital centers at schools or community centers if hospitals seek permission.

The national emergency declaration was the second of two steps needed to give Sebelius extraordinary powers during a crisis.

On April 26, the administration declared swine flu a public health emergency, allowing the shipment of roughly 12 million doses of flu-fighting medications from a federal stockpile to states in case they eventually needed them. At the time, there were 20 confirmed cases in the U.S. of people recovering easily. There was no vaccine against swine flu, but the CDC had taken the initial step necessary for producing one."

White House to Keep ‘Czars’ from Testifying Before Congress

CNSNews.com) – The White House is not going to allow the president’s newly created “czars” to testify before Congress. White House Counsel Greg Craig has indicated that he will refuse to allow any of the 18 new “czar” positions created by President Obama to testify before Congress, according to Sen. Susan Collins (R-Maine), the ranking Republican on the Senate Homeland Security and Governmental Affairs Committee.

Collins revealed during a committee hearing Thursday that she had spoken with Craig, who had earlier sent a letter on behalf of the president, and that Craig told her persoanlly that Congress would not get a chance to ask fundamental questions of the czars about their roles and responsibilities.

While not all of the czar positions were problematic, the letter identified 18 new positions created by Obama that had not been reviewed by the Senate nor subjected to any kind of oversight or scrutiny.

At Thursday’s hearing, Collins called the Senate’s inability to oversee positions that might make substantive policy changes “an affront” to the Founding Fathers. “They drafted a Constitution, the framework for our representative democracy,” she said. “Their work established a system of government with three separate branches -- a government whose leaders were to be accountable to the people through a carefully constructed system of checks and balances.”

Collins added: “The responsibility of Congress to oversee the executive branch is fundamental to our constitutional system.”

New York suspends mandatory flu shots for health workers

NEW YORK (CNN) -- New York public health workers will no longer be required to be vaccinated against both the seasonal and H1N1 flu virus, state officials announced Thursday, prompted by a vaccine shortage.

The Public Employees Federation, New York's second-largest state employees union, sued over the requirement and was awaiting a state Supreme Court hearing scheduled for October 30

The vaccine shortage has defused the conflict.

"The CDC acknowledged that New York would only receive approximately 23 percent of its anticipated vaccine supply," Paterson said. "As a result, we need to be as resourceful as we can with the limited supplies of vaccine currently coming into the state."

Hawaii Shutting Schools, Transitioning To 'World Government'

Hawaii Schools Getting Chopped

NEW YORK: Thousands of parents in Hawaii have been scrambling to make childcare arrangements before today's closure of all state schools in an attempt by the education authorities to cut costs.

All 256 of Hawaii's state schools will be closed in the first of 17 ''furlough Fridays'' over the school year, bringing a drastic cut in school time for up to 171,000 children.

The reduction of the school weeks from five to four days will be in place for at least two years.

The leave days are the most draconian measure yet taken in the US, where the recession has forced many states to slash public services.

Parents at Noelani Elementary, Mr Obama's former primary school, will be staging one of many ''walk-in'' protests, culminating in a rally in Honolulu.

A Noelani parent, Vernadette Gonzalez, told the Honolulu Advertiser:

''Since education is being taken away, we thought it would be symbolic when the schools are being shut down by the state to say, 'We want to learn.' My daughter doesn't understand why she has no school on Friday.''
