Police Chief Uses Unique Method To Control Homeless Population

A new law would give Nevada City [CA] the power to hand out permits to a small group of homeless, which would give them permission to sleep in public. While the new ordinance would give some homeless a place to stay, it would tell others, mostly the troublemakers and the criminals, to stay away.

“The goal is to start managing the homeless population within our city,” said Chief James Wickham.

“It just basically means you can’t set up a tent. You can’t live in your vehicle. You can’t live in the woods in Nevada City,” he said...That is unless you have a permit.

"Managing the homeless" is what they are calling this. And that it is...Big Brother style. Permission to be homeless? Presumably a background check would then be needed so as to ascertain, according to the specified criteria, who is and who is not a "troublemaker" or a "criminal" - which then of course raises the question of what exactly it is that constitutes a person being labeled as a "troublemaker" and who is it that decides. And as for "criminals", the reality is that there are plently of laws on the books already to deal with any who commit a criminal act, which then makes them a criminal, but to go beyond that is to jettison the presumption of innocence i.e. "innocent until proven guilty in a court of law", and enters into the realm of 'pre-crime' policing.

It's okay in this case though because the homeless situation is so problematic, right? Wrong. Every freedom taken, from any group, is another step toward Brave New World totalitarianism. "Permission" to be on the street qualifies as freedom taken, and make no mistake, this is setting the precedent. That precedent should be seen as 'freedom by permission' only. Once set, even for the 'good cause' of "managing the homeless", the tentacles of control will no doubt begin extending in every possible direction. For instance, the population-managers could even decide that people are not 'permitted' to have a Big Gulp. Oh that's right, they already did that in New York.
