Ebola outbreak could have 'catastrophic' consequences

(CNN) -- Fear over Ebola is growing as international leaders and health organizations struggle to try to stop the deadly epidemic in West Africa.

The Ebola outbreak "is moving faster than our efforts to control it," Margaret Chan, director-general of the World Health Organization, said in a statement Friday. "This is an unprecedented outbreak accompanied by unprecedented challenges. And these challenges are extraordinary."

This is the first Ebola outbreak in West Africa and involves the most deadly strain in the Ebola virus family, Chan said.

"If the situation continues to deteriorate, the consequences can be catastrophic in terms of lost lives but also severe socioeconomic disruption and a high risk of spread to other countries." One of those countries could be the United States, health officials have said. In fact, the U.S. Department of State announced Friday that it is working with the Centers for Disease Control and Prevention to bring home two U.S. citizens who have been infected by Ebola in Liberia.

New strain of swine flu emerges - report

The H1N1 swine flu virus may be starting to mutate, and a slightly new form has begun to predominate in Australia, New Zealand and Singapore, researchers reported on Thursday.

More study is needed to tell whether the new strain is more likely to kill patients and whether the current vaccine can protect against it completely, said Ian Barr of the World Health Organisation Collaborating Centre for Reference and Research on Influenza in Melbourne, Australia and colleagues.

However, it may represent the start of more dramatic antigenic drift of the pandemic influenza A(H1N1) viruses that may require a vaccine update sooner than might have been expected," they wrote in the online publication Eurosurveillance.

It is possible it is both more deadly and also able to infect people who have been vaccinated, they said.

Americans advised to get H1N1 vaccine

Atlanta, Georgia (CNN) -- Federal health officials urged Friday that more Americans get vaccinated against the H1N1 flu virus, sometimes referred to as swine flu, which continues to kill.

"The pandemic is not over, but to date, more than 14,000 laboratory-confirmed deaths have been reported," Dr. Keiji Fukuda reported last month at a Council of Europe hearing.

"Deaths from the pandemic have been confirmed one by one through laboratory tests and unquestionably are much lower than the true number," said Fukuda, who is the World Health Organization's special adviser on pandemic influenza to the director-general.

He rejected accusations that WHO policies were influenced by the pharmaceutical industry. "The labeling of the pandemic as 'fake' is to ignore recent history and science and to trivialize the deaths of over 14,000 people and the many additional serious illnesses experienced by others," he said.

Executive Order For US Government To Begin Preparing For Biological Attack

The US Post Office could play a key role in distributing medical aid in the event of a biological attack, according to an executive order released by the White House.

The order signed by President Barack Obama [12-30-09] directs government agencies, local law enforcement and the US Post Office to work on a model for distribution of medical countermeasures in the wake of a biological attack.

“This policy would seek to:

(1) mitigate illness and prevent death;

(2) sustain critical infrastructure; and

(3) complement and supplement State, local, territorial, and tribal government medical countermeasure distribution capacity,” the order said.

“The US Postal Service has the capacity for rapid residential delivery of medical countermeasures for self administration across all communities in the United States,” the order added.

The US Health and Human Services Secretary Kathleen Sebelius and Homeland Security Secretary Janet Napolitano were instructed to work with the post office to develop a “dispensing model for US cities to respond to a large-scale biological attack, with anthrax as the primary threat consideration."

Maryland first responders can now give flu shots

Gov. Martin O'Malley issued an emergency order Friday to help speed immunizations once more swine flu vaccine is available in Maryland.

The order allows paramedics, emergency medical technicians and cardiac rescue personnel to give shots to the general public. Before, they could give them only to each other under some circumstances.

Friday's order also gives Maryland's secretary of Health and Mental Hygiene, John M. Colmers, the power to add "additional categories of health care providers" to the list of those who can vaccinate. He could, for instance, allow pharmacists to vaccinate teenagers. Existing rules limit them to adults, said spokesman David Paulson.

Netherlands reports mutant H1N1 flu death

THE HAGUE : Dutch authorities said on Thursday a patient infected by a mutant strain of the H1N1 flu virus had died.

The World Health Organisation said last month that a similar mutation had been observed in Brazil, China, Japan, Mexico, where the H1N1 flu pandemic began, Ukraine, and the United States, as early as April. Italy also reported a non-fatal case on Monday.

"The mutations appear to occur sporadically and spontaneously. To date, no links between the small number of patients infected with the mutated virus have been found and the mutation does not appear to spread," a WHO statement said on November 20.

Scientists fear that mutations in flu viruses could cause more virulent and deadly pandemic flu. The global health watchdog reiterated a call for close monitoring.

Norwegian scientists detect mutated form of swine flu

Scientists in Norway announced Friday they had detected a mutated form of the swine flu virus in two patients who died of the flu and a third who was severely ill, the most recent report of mutations in the virus that are being watched closely for any change that could make it more dangerous.

In a statement, the Norwegian Institute of Public Health said the mutation "could possibly make the virus more prone to infect deeper in the airways and thus cause more severe disease," such as pneumonia.

OTTAWA – In a shocking surge, 24 Ontario residents have died in less than 72 hours from Swine Flu, the Public Health Agency of Canada reported on its website.

Serbia Declares Swine Flu Epidemic

Serbian Health Minister Tomica Milosavljevic has announced a swine flu epidemic in the country, meaning that nation-wide emergency vaccination can be carried out.

"This act.. is primarily aimed to establish legal requirements for emergency immunisations. Nothing spectacular that hasn't been happening these days will occur now that an epidemic has been declared," the minister said at a press conference Wednesday.

By declaring an epidemic, the government will also be able to prohibit public gatherings if deemed necessary, as well as give the power to authorities to carry out special epidemiological surveillance.

President's address to the Ukrainian people on the occasion of flu epidemic in Ukraine

Dear fellow citizens! I address you in performance of my constitutional duty under the Article 106 of the Basic Law of the state. The reason is the emergency epidemic situation in the country.

Infections of viral origin, including the A/H1N1 flu, are rapidly spreading across Ukraine. The emergency is evident in the scale of the epidemic: the speed and the geography of its spreading, rapid progress of the illness and the exceptional number of deaths. People are dying. The epidemic is killing doctors. This is absolutely unprecedented and inconceivable in the XXI century.

All the limits have been exceeded - even those under the Constitution that determine my actions as the President.

Second. The A/H1N1 virus is easily mutating. It has travelled across half of the globe before coming to Ukraine. This means that the virus has become particularly pathogenic.

At the same time I instruct the Government and the Ministry of Health to immediately start preventive and promotional work in areas where there is no epidemic, targeting primarily the special risk groups. [mandatory vaccinations?]

We must change the system. We must change the entire system of government in Ukraine. But now, in this moment there is no time for waiting or remonstrance.

National Security and Defense Council should become the center of decision-making. Failure to comply with its orders will immediately result in application to the law enforcement authorities.

I remind all the responsible persons and draw attention to all of my orders, made in Lviv four days ago. In three days the deadline for compliance with these orders expires. With my decree I put Minister of Health and Chief Sanitary Inspector of Ukraine into the Council for National Security and Defense.

I appeal to all of you, dear fellow citizens, to show solidarity, mutual support, and strictly adhere to all the safety regulations regarding protection of your health and lives.

For not a single moment you will be left alone by the state.

This is a very dramatic development. The sitting president of Ukraine has officially declared that the so-called swine virus is mutating and has become "particularly pathogenic', made the statement that "We must now change the entire system of government in Ukraine", and issued orders to turn the government over to the 'National Security and Defense Council'. In addition he has ordered the "Government of Ministry and Health" to begin what appear to be mandatory vaccinations in certain regions. Remarking also that "All limits have been exceeded - even those under the constitution that determine my actions as the president", he is stepping aside, and, in an amazingly Orwellian statement has turned the people of Ukraine over to the care of "the state" [see last line].

Although not mentioned, it certainly follows that the upcoming presidential elections in Ukraine will be cancelled. Martial law is the only conclusion possible, and understanding the big picture, the harsh reality is that this "change in government" will be permanent .

Panic in Ukraine, Authorities deny aircraft are spraying aerosols over cities, Martial Law expected 10-31-09

The office of Emergency Response in the district of Desniansko, Kiev, are tonight (30th Oct.) strongly refuting reports that light aircraft were spraying a substance over the city intended to counter a “swine flu pandemic” in Ukraine.

It was reported that light aircraft were seen over the Forest market area of the city (close to the Forest metro station) and they were spraying an aerosol substance intended to “counter swine flu”, this of course would constitute forced medication of the population.

The editors of local newspapers in Kiev received dozens of phone calls from concerned residents and shop owners in the Forest market area of the city reporting they had observed several light airplanes circling in the sky during the day spraying an unidentified aerosol into the atmosphere.

Reports of helicopters and light airplanes spraying aerosols over Kiev, Lviv, Ternopil, and other cities throughout Ukraine are tonight flooding online forums and websites, hundreds of people have verified the reports with their own eye-witness accounts.

An order from President Yushchenko is expected soon that will effectively place Ukraine under “martial law”. “Due to the complex epidemiological situation in the western regions of Ukraine, where tens of thousands of people have become ill, thousands are in hospital, and dozens have died.”

Nine regions of Ukraine have declared a quarantine around the country and public events have been banned (including the elections).The Clergy have been ordered not to hold any Church or religious services on Sundays or to gather a congregation for any reason whatsoever. State Of New York Declares Swine Flu Emergency

ALBANY -- Gov. David Paterson declared a state of emergency, saying a recent rise in swine flu cases has created a "disaster" and that certain provisions of state law needed to be set aside to get people vaccinated as quickly as possible.

The executive order Thursday means that far more health care professionals -- including dentists, dental hygienists, podiatrists, pharmacists, midwives and physicians assistants -- will be permitted to administer swine flu and seasonal flu vaccines with only brief training.

"A disaster has occurred throughout New York state, for which the affected local governments are unable to respond adequately," Paterson states in the order.

The order states that the World Health Organization has declared the swine flu a pandemic and President Barack Obama has declared a national emergency. Obama's declaration is a precaution so if hospitals are overwhelmed, patients can be taken to other health care sites.
